Prime Minister requires breakthrough solutions to realize the goal of completing 1 million social housing units

On the morning of October 11, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired the committee’s second meeting.

Breakthrough solutions required

At the meeting, Prime Minister Pham Minh Chinh stated that in recent times, the Government and the Prime Minister have implemented numerous decisive and synchronized measures to address challenges and promptly promote housing projects, including social housing. Since the beginning of the year alone, 3 resolutions and 12 documents related to housing and the real estate market have been issued. As a result, in the first 9 months of 2025, 73 new projects were launched, totaling nearly 58,000 housing units.

However, the Prime Minister assessed that social housing projects have yet to meet expectations. To achieve the target of 100,000 housing units in 2025 and one million units during the 2021–2030 period, ministries, sectors, localities, and investors must adopt breakthrough solutions.

According to the Prime Minister, it is necessary to increase the supply of affordable housing, reduce investment costs to lower selling prices, and introduce appropriate tax policies to prevent speculation. Additionally, communication efforts should be strengthened to promote effective models and good practices. These tasks require strong efforts and collaboration from all stakeholders, with the State playing a facilitating role, enterprises taking the lead, and the people being the beneficiaries.

The Ministry of Construction’s key task is to coordinate with relevant ministries, sectors, and localities to promptly finalize the draft Prime Minister’s Decision on implementing breakthrough solutions for developing social housing during the 2025–2030 period, serving as the basis for implementation.

Localities are required to review and publicly announce their land funds, select investors in accordance with new regulations, continue to streamline administrative procedures, issue standard and model housing designs suitable for regional conditions, control selling prices, and prevent policy abuse. They must take responsibility before the Government and the Prime Minister for their annual and overall social housing development results. Each province should strengthen its Steering Committee for Social Housing Development, with the Provincial People’s Committee Chairperson or the Provincial Party Secretary serving as the head, to ensure unified and determined implementation.

The State Bank of Vietnam is to accelerate the disbursement of the 145 trillion VND credit package for developing social housing and worker housing, especially supporting young people under 35 with housing needs.

Dong Nai strives to build 65,000 social housing units

According to Chairman of the Dong Nai Provincial People’s Committee Vo Tan Duc, in recent years, the Provincial Party Committee, People’s Council, and People’s Committee have issued decisive directives to promote social housing development. The province has established a Steering Committee for Social Housing Development, headed by the Chairman and Vice Chairman of the Provincial People’s Committee, and issued both annual and 5-year plans aligned with the Prime Minister’s targets. For the 2025–2030 period, Dong Nai aims to complete 65,000 social housing units.

The Dong Nai Provincial People’s Committee has issued several documents related to the management and development of social housing. Among them are new regulations that enable government officials and civil servants affected by provincial mergers, as well as residents whose land has been reclaimed but who are ineligible for resettlement, to purchase or rent social housing. The province has also developed mechanisms to support investors in implementing social housing projects, integrated social housing development targets into the Resolution of the Provincial Party Congress for the 2025–2030 term, and included them in the province’s socio-economic development indicators. In addition, the province is promoting administrative reform and improving investor selection processes.

Thanks to these comprehensive measures, Dong Nai now has more than 1,300 hectares of land reserved for social housing projects, enough to meet the 2030 target set by the Government. Recently, the Provincial People’s Committee approved investment policies for 10 projects with a total of over 11,000 housing units under the Government’s special policy framework, many of which simultaneously witnessed construction commencement ceremonies on September 27.

In the coming period, the province will implement 6 groups of breakthrough solutions to achieve its goals. The focus will be on ensuring a sufficient and suitable land fund for project development; issuing preferential mechanisms and policies to attract capable investors; selecting appropriate models and product structures for each target group and area; and allocating capital and preferential credit sources to support both developers and homebuyers.

However, the province still faces some challenges and has proposed that the central government address them. Specifically: providing guidance on mechanisms for reimbursing infrastructure costs for the 20% land area already handed over to the State but developed into social housing by another investor; continuing and expanding preferential credit packages for both suppliers and buyers; allowing localities to flexibly apply the “infrastructure-for-apartment” model and reallocate the 20% land fund within the same planned infrastructure zone to shorten project approval timelines, improve market absorption, and balance supply and demand by industrial cluster; and prioritizing enterprises that use prefabricated components in social housing construction to accelerate project completion.

According to the provincial leadership, Dong Nai has a high demand for social housing. The implementation of these projects not only helps stabilize workers’ lives and ensure social welfare but also serves as a foundation for sustainable development. In the near future, the province will continue to streamline administrative procedures, shorten processing times within its authority, publicize project progress and pricing, and strictly handle any policy abuse. It will also mobilize land, infrastructure, and financial resources to accomplish assigned goals.

For the 2025–2030 period, the Government has assigned Dong Nai to build nearly 67,700 housing units, while the Resolution of the 1st Dong Nai Provincial Party Congress (2025–2030 term) sets the target at 65,000 units.
