One of the orientations identified by the congress is to continue innovating the growth model, maximizing potential and advantages to enable Dong Nai to develop rapidly and sustainably.
Breakthroughs made from advantages
Dong Nai is located in the center of the Southern key economic region, serving as an important trade hub connecting the Central Highlands provinces with Ho Chi Minh City and the entire country.
The province currently possesses a synchronous transportation infrastructure system, with all 5 modes: road, railway, inland waterway, air, and maritime transport. Among them, the close-to-done Long Thanh International Airport will be a major driving force for the development of industry, services, and logistics. In addition, Phuoc An Port, expressways, and ring roads are being and will be completed in the near future, creating a modern, inter-regional, and international transportation network. These projects, once operational, will help Dong Nai become a major logistics center in the goods supply chain. Furthermore, Hoa Lu Border Gate Economic Zone offers an opportunity for the province to expand trade and investment cooperation, develop the border economy in conjunction with strengthening national defense and security.
For many years, Dong Nai has been known as a province with early and strong industrial development nationwide. Currently, the province has 83 planned industrial parks (IPs), of which over 50% of IPs are operational, attracting thousands of domestic and foreign enterprises. Along with geographical and infrastructure advantages, the planned IPs provide favorable conditions for the province to attract strategic investors and new-generation investors in high-tech, supporting industries, and green industries.
Agriculture is also an advantage of Dong Nai with over 1 million hectares of land and many products such as rubber, cashew, livestock, fruit trees, etc., which have created a brand in the market. This continues to be an important foundation in the province's economic structure.
Provincial Party Committee member, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang informed: The province has the largest forest area in the Southeastern region, a rich ecosystem with a world biosphere reserve, national parks, a culture and nature reserve, and mangrove forests, which are "invaluable assets" for developing ecological tourism and resorts associated with nature conservation, environmental protection, and sustainable development.
Based on the existing advantages and socio-economic foundations already achieved, the congress's resolution clearly identified two main development drivers: industrial development in a high-tech, modern, environmentally friendly way, filling existing industrial parks and expanding potential industrial parks; and service development, with the Long Thanh International Airport integrated service urban area as the core, forming a free trade center and an aviation - logistics - trade - tourism service ecosystem.
With its position as the center of the Southern key economic region, along with an increasingly complete transportation infrastructure system and abundant resources, Dong Nai is standing before great opportunities for breakthroughs. Effectively exploiting the advantages from industry, import-export services, agriculture, and ecological tourism will create momentum for the province to grow rapidly and sustainably, realizing the goal of becoming a modern industrial, service, and logistics center of the region and the country.
Moving towards sustainable development
Sustainable development, without sacrificing the environment for short-term growth, is the consistent viewpoint that Dong Nai has persistently pursued for many years.
According to Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, in the coming period, Dong Nai continues to innovate its growth model from extensive to intensive development, enhancing productivity, quality, and the competitiveness of the economy.
Accordingly, the province will increase the proportion of industry and services while gradually reducing the proportion of agriculture and forestry; restructure public investment, state-owned enterprises, and credit institutions towards efficiency; prioritize resources for development investment, strategic infrastructure, and technological innovation. Additionally, the province encourages businesses to invest in low-emission production and consumption sectors, aiming for a green economy and net-zero emissions by 2050.
In the industrial sector, the province is oriented towards ecological and high-tech development, promoting processing industries, precision mechanics, supporting industries, and new technology industries. It encourages and supports the transformation of existing industrial parks into ecological models, applying technology and automation in production. Besides, the province expands investment attraction into high value-added sectors that align with local trends and advantages, such as aerospace industry, semiconductor industry, electronic chip manufacturing, and automation equipment.
The Resolution of the 1st Provincial Party Congress, 2025-2030 term, sets the goal: average GRDP growth rate of 10% per year or more; economic structure by 2030 will be: industry - construction 60-64%; agriculture - forestry, fisheries 5-7%; trade - services 25-28%; the remainder being product taxes.
The goal is also to promote strong development of trade, services, and tourism through the establishment of free trade zones, service logistics areas; warehouse systems, dry ports associated with industrial parks, airports, and border gates to meet domestic and international trade demands.
The agricultural sector is restructured towards modernization, high-tech application, mechanization, and deep processing. The province focuses on developing concentrated production areas, enhancing added value, linking production with brand building and agricultural product value chains. The aim is to make Dong Nai a center for agricultural product preservation and processing, and a seedling center for the Southeast and Central Highlands regions.
Concurrently, the province continues to manage, protect, and restore natural forests, developing the economy in conjunction with biodiversity conservation and ecological environment, contributing to building modern new-style rural areas, ecological agriculture, and civilized farmers.
With a strategic vision, the determination of the entire political system, and the consensus of the people, Dong Nai is fully equipped to break through in the new phase.
The congress resolution is the core orientation, a solid foundation for successfully achieving goals and tasks in the next 5 years. At the congress, Comrade Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies, requested that action programs and plans should be urgently built and implemented to quickly bring the resolution into practice; launching patriotic emulation movements extensively throughout the Party, the people, and the army, contributing to building Dong Nai province into a green, prosperous, civilized, and modern province.
