*Draft resolution on authorizing certification at commune and ward People’s Committees in Dong Nai province
Member of the PCC, Director of DoJ Pham Thi Bich Thuy said that on June 16, 2025, the National Assembly Standing Committee issued Resolution No. 1662/NQ/UBTVQH on rearranging commune-level administrative units in Dong Nai province. Since July 1, 2025, Dong Nai has operated under the two-tier local government model.
Through monitoring and summarizing the operation of commune-level governments under the two-tier local government model, many opinions from localities have been recorded regarding the decentralization and authorization of administrative procedures for copies and certification, with the aim of reducing the workload (signing confirmations) for leaders of the commune-level People’s Committees.
Currently, as stipulated by regulations, commune-level People’s Committees have only two Vice Chairpersons (for communes/wards with specialized divisions) and no more than three Vice Chairpersons (for communes/wards without specialized divisions). Therefore, at communes and wards with a large volume of certification documents, the workload significantly affects the time available for the assigned Vice Chairperson.
Thus, to allow commune-level leaders to devote more time to fulfilling political, economic, and social tasks, and to build an enabling government that better serves citizens, the submission for registration of the Resolution on authorizing certification at commune and ward People’s Committees in Dong Nai province” is considered very necessary and consistent with legal provisions.
Accordingly, this resolution would define the scope of tasks and powers of Chairpersons of commune-level People’s Committee to delegate to commune-level civil servants in certification work. The scope of application includes Chairpersons of ward- and commune-level People’s Committee (including communes and wards); ward- and commune-level People’s Committee civil servants authorized to carry out certification; and related individuals and organizations.

According to the proposal, the draft resolution presented at the session stipulates that the scope of duties and authority delegated to Chairpersons of commune-level People’s Committees in certification work includes: certifying copies from originals of papers and documents issued or certified by competent Vietnamese agencies and organizations; certifying copies from originals of papers and documents issued or certified by competent foreign agencies and organizations; certifying copies from originals of papers and documents jointly issued or certified by competent Vietnamese agencies/organizations in cooperation with competent foreign agencies/organizations; certifying signatures in papers and documents; certifying translators’ signatures in papers and documents translated from foreign languages into Vietnamese and vice versa; and issuing certified copies from originals of contracts and transactions that have already been notarized or certified.
According to the Director of the DoJ, the drafting of the resolution is intended to provide a legal basis for Chairpersons of commune-level People’s Committees to decide, based on local realities, on the delegation of certification tasks within the province.”
Draft resolution on support for independent preschool institutions; children and teachers from people-founded and private preschools in Dong Nai province
Deputy Director of the Dong Nai Department of Education and Training (DoET) Do Dang Bao Linh said that support for preschool children who are children of workers and teachers working at non-public preschools has been effectively implemented in recent years. However, after the province undergoes restructuring and merger, if the current resolutions continue to be applied or if only one of the two existing resolutions is extended to cover the entire province, certain challenges and concerns may arise. These include inconsistencies in scope of regulation and target groups, as well as disparities in the level of support provided.

Therefore, to ensure consistent scope and support levels in the 2025–2026 academic year across the province, the drafting of a resolution on support levels for independent preschools, children, and teachers at people-founded and private preschools in Dong Nai is both necessary and urgent.
According to the proposal and draft resolution, the beneficiaries include: Children who are studying in licensed people-founded and private preschools that are operating in accordance with regulations, whose parent or guardian is a worker or laborer employed under a labor contract by enterprises in industrial parks, industrial clusters, economic zones, or high-tech zones in the province.
Preschool teachers working at licensed people-founded or private preschools that are operating in accordance with regulations located at local industrial parks, industrial clusters, economic zones, or high-tech zones, provided that they meet the following conditions: possess the required professional qualifications for the preschool teacher position as prescribed; have a labor contract with the legal representative of the private or private/non-public preschool; and are directly engaged in caring for and educating children in groups or classes where at least 30 percent of the children are those of workers employed in industrial parks, industrial clusters, economic zones, or high-tech zones in the province.
Independent, people-founded and private preschools and private kindergartens in the province that have been licensed by competent authorities for establishment in accordance with regulations, with a scale of 20 to 70 children, of whom at least 30% are children of workers employed in industrial parks, industrial clusters, economic zones, or high-tech zones in the province.
The total funding requirement is 105.2 billion VND per year, including 92 billion VND to support preschool children, 12.6 billion VND to support teachers, and 0.6 billion VND to support independent preschools. The annual additional funding due to expanded coverage and increased support levels is 17.7 billion VND.
*Policy on financial support for public passenger transport by bus and support for bus passengers in Dong Nai province
Presenting the proposal, Director of the Department of Construction (DoC) Nguyen Anh Tuan introduced several related policies: free fares for people with meritorious services to the revolution, people with disabilities, the elderly aged 70 and above, and children under six; a 50% fare reduction for Vietnamese students when purchasing monthly or multiple-trip tickets; and a 25% fare reduction for other passengers using monthly or multiple-trip tickets.

According to the leader of DoC, public passenger transport by bus in Dong Nai has been supported by the PPC, People’s Council, People’s Committee, and departments, contributing to addressing traffic issues.
To promote the development of public passenger transport and meet people’s travel needs at reasonable costs, the former Dong Nai province put into operation a number of subsidized bus routes. By setting reasonable fares for bus routes covered by subsidy policies in recent years, the province has attracted demand and gradually shaped the habit of using public transport among local residents. Meanwhile, fare exemption and reduction policies have provided strong support for vulnerable groups such as children, the elderly, and persons with disabilities, while also helping to reduce travel costs for students, workers, and low-income earners who frequently use buses.
However, in reality, the share of passenger transport by bus in the province remains very low due to a limited route network. In 2024, the public transport share in the grade-1 urban area (the former Bien Hoa City) reached only 0.5 percent, while the share across the former Dong Nai Province stood at just 0.3 percent.
In addition, Director of the DoC Nguyen Anh Tuan further noted that in recent years, public passenger transport by bus in the former Binh Phuoc province has remained limited, as public demand for using public transport services is still low. At the same time, there have been no financial support policies for bus-based public passenger transport activities, nor any subsidy policies for bus service users in the former Binh Phuoc province. Therefore, public transport has not been able to attract significant demand from local residents.
Therefore, the issuance of a resolution by the Provincial People’s Council to stipulate policies on financial support for bus-based public passenger transport activities and for users of bus public transport services in Dong Nai province is deemed necessary under the law. This move aims to further develop bus public passenger transport, increase the public transport share across the province, and thereby contribute to addressing traffic-related issues such as accidents, congestion, and environmental pollution. It will also promote the transition of buses in the province to electricity and green energy, in line with Dong Nai’s green growth objectives.
