Provincial People’s Committee directs Trang Dai Ward to continue issuing land use right certificates to residents in accordance with regulations

On September 18, the Chairman of the Dong Nai Province People’s Committee issued directives regarding the implementation of land surveying, cadastral map adjustments, and the registration and issuance of land use right certificates (commonly known as “red books”) for residents in Trang Dai Ward (pursuant to Official Document No. 5653/UBND-KTN dated September 18, 2025).

Accordingly, the Chairman of the Provincial People’s Committee instructed the Trang Dai Ward People’s Committee to study the opinions of the Department of Finance in Official Document No. 3152/STC-NSNN dated September 9, 2025, and of the Department of Agriculture and Environment in Official Document No. 4056/SoNNMT-DD dated September 10, 2025, and to continue implementing the directives of the Provincial People’s Committee stated in Official Document No. 3531/UBND-KTN dated April 3, 2025. During implementation, if any difficulties or obstacles arise, the Trang Dai Ward People's Committee is to proactively coordinate with the two aforementioned departments for guidance in accordance with regulations.

At the same time, the Chairman of the Provincial People’s Committee assigned the Department of Agriculture and Environment to take the lead in guiding the Trang Dai Ward People’s Committee on legal and technical procedures for land surveying, cadastral map adjustments, and the registration and issuance of red books for residents.

Previously, on September 10, the Department of Agriculture and Environment submitted a report to the Provincial People’s Committee on the implementation of cadastral map adjustments and the issuance of red books in Trang Dai Ward. In this report, the department also proposed that the Provincial People’s Committee instruct the Trang Dai Ward People’s Committee to assume the tasks of cadastral map adjustments, land registration, and issuance of red books handed over by the former Bien Hoa City People’s Committee; and to continue implementing the Provincial People’s Committee’s directives as outlined in Official Document No. 3531/UBND-KTN dated April 3, 2025.

On September 11, the Dong Nai Province National Assembly Delegation conducted supervision of the progress in issuing red books in Trang Dai Ward. During the session, the ward reported that it has more than 27,800 land plots, nearly 10,000 of which have not yet been issued red books. In addition, there are approximately 32,000 constructions built on agricultural land and land without red books.
