This morning, September 29, in a jubilant and excited atmosphere ahead of a major political event of the entire Party and people in the province, the first Dong Nai Provincial Party Congress, for the 2025–2030 tenure, took place at the Provincial Convention Center.

A total of 450 official delegates, representing more than 131,000 Party members across the entire Provincial Party Organization, attend the Congress to decide on the most important issues concerning Dong Nai’s development orientation over the next five years. With great trust and expectations, officials, Party members, and people throughout the province place their confidence in a congress of renewal and success.”
Highlights across sectors
The implementation of the resolutions of the two former Party Organizations of former Binh Phuoc and former Dong Nai in the 2020–2025 tenure took place amid unprecedented challenges, including the Covid-19 pandemic. However, the Provincial Party Organization, authorities, and people demonstrated firm political will, unity, dynamism, and creativity to adapt flexibly to the situation, persistently realizing the set goals, and laying a solid foundation for the new tenure.
Dong Nai’s average GRDP growth rate for 2021–2025 reached 7.11% annually. By 2025, the province’s total GRDP hit VND 694,457 trillion, with per capita GRDP reaching VND 153.7 million, equivalent to more than USD 6,000 per person.
The economic structure shifted toward increasing the share of industry, construction, trade, and services. Several nationally significant projects were launched in the province, such as the Long Thanh International Airport and major expressways and ring roads traversing Dong Nai, connecting Ho Chi Minh City, the Southeast region, the Central Highlands, and the Mekong Delta, creating new growth drivers.
State budget revenue for 2021–2025 period exceeded VND 378 trillion, while total social investment capital reached over VND 725 trillion.
Science and technology application and digital transformation advanced positively, contributing to innovation, and enhancing productivity, efficiency, and the province’s competitiveness.
Land management, natural resource and environmental protection, and proactive response to climate change received close attention, aiming at sustainable development.
Notably, the Provincial Party Committee issued a resolution on Dong Nai’s culture and people in the new era, affirming the view that “culture is the spiritual foundation of society, a goal and a driver of sustainable development.” Education and training and public healthcare saw progress, with 69.78% of schools meeting national standards and average life expectancy reaching 76.7 years. The province completed its target program of eliminating temporary and dilapidated houses with over 2,000 homes built, while health insurance coverage reached 95%.
National defense, security, and foreign affairs were strengthened, ensuring sovereignty, border security, national security, social order, and international integration.
The quality of Party cell meetings improved. Annual Party membership admission rate exceeded targets set by the Provincial Party Committee, with Dong Nai among the leading provinces in the South in terms of admitting Party members from private enterprises and foreign-invested firms, as well as among students.
Party inspection and supervision work was directed decisively, achieving positive results.
Mass mobilization, ethnic and religious affairs achieved many outstanding results, contributing to social consensus, especially in the implementation of planning, the development of socio-economic investment projects, and in compensation, support, and resettlement work.
Attention was paid to internal affairs. Judicial agencies made efforts to handle many criminal, civil, economic, marriage, labor, and administrative cases, thereby protecting the legitimate rights and interests of organizations and individuals and maintaining security and order.
The Vietnam Fatherland Front and socio-political organizations promoted the strength of the people and national solidarity, contributing significantly to patriotic emulation movements and campaigns for Dong Nai’s development.
Unity for development
Comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai People’s Council, said from the practical experience of leading, directing, and implementing the Provincial Party Congress resolution over the past five years, the Provincial Party Organization has drawn five lessons from the past tenure.
The overarching theme of these lessons is unity and consensus within the Party and the people; with full consensus from top to bottom and seamless coordination across all levels; adherence to Party leadership principles and strict compliance with internal regulations; and building a cadre contingent, especially key leaders, with strong ethics, political mettle, professional competence, and practical capacity; daring to think, speak, act, take responsibility, innovate, and face challenges resolutely for the common good and the people’s benefit.
Entering the 2025–2030 tenure, Dong Nai faces major opportunities, with advantages in terms of land, population, and its status as a major industrial hub of the Southeast region. Its strategic location at the intersection of three of the country’s six key economic regions, coupled with the completion of national projects on its soil provides the foundation for the Party Congress to chart the province’s path forward for the next five years and beyond.
Ahead of the first Provincial Party Congress, for the 2025–2030 tenure, all officials, Party members, armed forces, and people of Dong Nai place their trust and expectations in a successful congress, guided by the motto: “Unity – Pioneering – Breakthrough – Integration – Development.”
The ultimate goal for the 2025–2030 tenure is to harness collective intelligence to build a pure and strong Party organization and political system, strengthen the great national unity bloc, ensure defense, security, and border sovereignty, and effectively mobilize and utilize resources for green, prosperous, civilized, and modern development. By 2030, Dong Nai strives to basically meet the criteria for becoming a Centrally-run city.
During a recent working visit to the Provincial Party Committee, Comrade Vanlaty Khamvanvongsa, Member of the Party Committee of the Central Propaganda Department of the Lao People’s Revolutionary Party and Editor-in-Chief of AlounMai journal, expressed strong impressions of Dong Nai’s achievements. He said they reflect the Provincial Party Organization’s close and wise leadership in concretizing the Communist Party of Vietnam’s policies and resolutions in line with local realities, thereby making Dong Nai one of the nation’s leading provinces in socio-economic development and investment attraction.
Major General Phan Tien Hac, former Deputy Director of the Personnel Department of the General Department of Politics of the Vietnam People’s Army, shared that since national reunification, Dong Nai has continuously developed, becoming one of the few provinces with an early-established industrial sector and numerous modern industrial zones.

These factors have strengthened people’s attachment to their homeland and their determination to contribute to Dong Nai’s prosperity.
In this new era of national rise, people expect that under the leadership of the Provincial Party Committee, the administration’s governance, and the companionship of the people and businesses, Dong Nai will rise strongly and surpass the goals set by the Provincial Party Congress resolution.
Former member of the Party Central Committee and former Secretary of the Provincial Party Committee Tran Thi Minh Hoang said emotionally: “These days, I am overwhelmed with pride and happiness to still be lucid enough to witness the strong development of the country and of Dong Nai.”
Comrade Tran Thi Minh Hoang expressed confidence that with solidarity, dynamism, flexibility, and understanding in both life and work, Dong Nai’s cadres will continue to drive rapid and sustainable development, making the province a strong growth pole of the Southeast region and contributing actively to the nation’s overall progress.
