Dong Nai reviews key items for submission to 5th session of 10th Provincial People’s Council

On the morning of September 19, the Economic and Budget Committee (EBC) of the Dong Nai Provincial People’s Council held a meeting to verify several items to be submitted to the 5th session of the 10th Provincial People’s Council.

At the meeting, the EBC reviewed seven items in the fields of economy and budget.

The items included draft resolutions on: agreeing on the percentage rates (%) to calculate land rental prices in cases of annual land rental payment without auction; land rental prices for underground construction (not including underground sections of aboveground buildings); land rental prices for land areas with surface water in Dong Nai; regulations on allowances for official duty and conference expenditures in the province; investment policy for the construction of Huong Lo No.2 route project (section from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway); and regulations on the decentralization of environmental protection expenditure responsibilities from the state budget in Dong Nai province.

Delegates also gave verification comments on draft resolutions including: approval of the planning scheme for the functional subzone on the top of Chua Chan Mountain, Xuan Loc commune, at a scale of 1/2,000; regulations on subsidies for public passenger transport services by bus and support for bus service users in Dong Nai; and policies on interest rate subsidies for loans from credit institutions for projects investing in bus fleets and infrastructure for public passenger transport services in the province.

At the meeting, delegates focused on assessing the legal basis, necessity, impact, feasibility, effectiveness, and consistency of the draft resolutions. They generally agreed with the draft verification report presented by the EBC.

Concluding the meeting, Head of the EBC of the Provincial People’s Council Huynh Viet Cuong stressed that the Committee always upholds a sense of responsibility in the verification process. The Committee will continue working with relevant departments and agencies to ensure that the contents are completed in compliance with the law and with high quality, so that the resolutions issued are consistent, effective, and feasible.

Touching upon the investment policy for the Huong Lo No.2 route project (from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway), the EBC of the Provincial People’s Council will set aside additional time to work with the DoF, the drafting agency, to review certain legal aspects to ensure thoroughness.
