Promoting potential, advantages to advance Phuoc An commune to its deserved position

On the afternoon of August 14, Phuoc An Communal Party Committee organized its First Congress, 2025-2030 tenure. The congress was also attended by representatives of the Provincial Party Committee's Party committees, the Provincial Party Committee Office, and the Provincial People's Committee Office.

The First Congress of Phuoc An Commune Party Committee, 2025-2030 tenure, was attended by 95 Party members, representing 925 Party members from affiliated Party branches and committees. This is the first congress of Phuoc An Communal Party Committee since the mergence of the three former communes of Phuoc An, Long Tho, and Vinh Thanh.

Phuoc An Commune was established and began operations on July, 1 2025. After the commune’s merger, the new Phuoc An Commune has not only expanded in area but also increased its population size and diversified its population structure and occupations.

Delivering the opening speech of the congress, Secretary of the Party Committee, Chairman of the Phuoc An Commune People's Council Do Huy Khanh emphasized: In the 2020-2025 term, despite many difficulties and challenges, the Party Committee, government, people, and military of the former communes of Phuoc An, Long Tho, and Vinh Thanh, now Phuoc An Commune, have upheld revolutionary traditions, united, and strived to achieve many comprehensive results in Party building and the political system.

Economic and social activities in the locality have further been maintained and developed comprehensively. Industrial production has been expanded with 2 industrial parks already put into operation, including Nhon Trach 5 Industrial Park and Nhon Trach 6 Industrial Park, attracting 92 projects with a total registered capital of over 4 billion USD, creating jobs for 20,500 laborers.

The commune is also home to Phuoc An Industrial Park with a scale of 330ha, which is completing investment procedures according to an environmentally friendly model, attracting supporting industries, high technology, and having modern infrastructure connected to Phuoc An Port. In addition, Phuoc An seaport has come into operation with a scale of nearly 800ha and a total investment of nearly 20 trillion VND, which will create momentum to promote economic, trade, and service development in the area.

The congress identified 16 main targets in Party building, socio-economic development, environmental protection, and national defense - security. It also identified 7 key tasks for the term, including promoting potential advantages, taking Long Thanh International Airport, Phuoc An Seaport, industrial parks, inter-regional connecting roads, and river routes as development drivers, focusing on developing urban infrastructure and essential services such as education, healthcare, and commerce as well as constantly attaching importance to and doing well in building a clean and strong Party and political system.

The fields identified by the Phuoc An Communal Party Committee as breakthroughs in the 2025-2030 term are local economic development closely linked to industrial, trade, and service development based on utilizing key projects invested by the central government in the area to create a competitive advantage. It’s essential to focus on mobilizing resources, developing synchronous and modern transport infrastructure, and promoting and developing public transport.

Delivering a directive speech at the congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Party Committee Secretary of the Provincial People's Committee Vo Tan Duc highly praised the preparation and organization of the Party Congress by the communal Party Committee. The political report of the communal Party Committee was meticulously prepared, accurately assessing the achievements of the communal Party Committee in leadership and guidance during the past term, and outlining a visionary development orientation.

To successfully achieve the goals and tasks set for the 2025-2030 term, Vo Tan Duc requested the Phuoc An communal Party Committee needs to seriously grasp General Secretary To Lam's directive on "Unity - the truth of all ages". At the same time, he requested that each individual in the communal Party Executive Board, and every cadre and Party member in the Party Committee, must share responsibility and strengthen unity and consensus, ensuring the spirit of “One mind top to bottom”, “Smooth coordination across the board" within the political system.

He also asked for continued efforts to synchronously implement tasks, in which socio-economic development must be considered as a center, Party building is a key, cultural development is the spiritual foundation, while attaching importance to ensuring national defense and security as crucial and regular.

To develop Phuoc An to its deserved position and seize new opportunities, Vo Tan Duc emphasized: Phuoc An needs to accelerate the construction and establishment of sub-area planning projects, serving as a basis for the implementation of construction works and land-use projects in the commune. In addition, based on the list of key projects, priority should be given to investing in projects using land in the commune until 2030, such as: Ho Chi Minh City’s Ring Road 3, Ben Luc - Long Thanh Expressway, Phuoc An Bridge, Phuoc An seaport, in accordance with the previous Dong Nai provincial planning, which had been approved by the Prime Minister in 2024.

Vo Tan Duc emphasized: The area around Long Thanh International Airport is a "growth driver", therefore, Phuoc An commune, in the coming time, needs to form a commercial and service area at the gateway of Long Thanh International Airport with great opportunities and potential for developing high-quality service urban models, international trade, logistics areas, warehouses, and high-tech industries...
