Building a contingent of officials and Party members with integrity, competence, and an aspiration to serve

On the morning of August 15, the Party Committee of Dong Nai Provincial Party Agencies solemnly held the first congress for the 2025-2030 term, with the participation of 246 official delegates representing more than 2,000 Party members across the entire Party Committee of the provincial Party agencies. Attending and directing the congress was Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai People’s Council.

Also attending were Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee’s Organization Commission, and Secretary of the Party Committee of Dong Nai Provincial Party Agencies; Nguyen Minh Hoi, Member of the Provincial Standing Party Committee, Head of the Provincial Party Committee’s Internal Affairs Commission; Tran Trung Nhan, Member of the Provincial Standing Party Committee, Chairman of the Provincial Party Committee’s Inspection Commission; representatives of provincial Party commissions and the Office of the Provincial Party Committee; leaders of the Provincial People’s Council, People’s Committee, and Fatherland Front Committee; leader of the Party Committee of the Provincial People’s Committee; the Provincial Public Security Party Committee; the Provincial Military Party Committee; leaders of provincial departments, agencies, and sectors; and former members of the Provincial Standing Party Committee and  the Party Committee Executive Committee of the Provincial Party Agencies of former Dong Nai and Binh Phuoc.

In his opening remarks at the congress on behalf of the Presidium, Thai Bao stressed that this congress is of special significance, marking the initial achievements after the Party Committee of the Provincial Party Agencies was established through the merger of the Party organizations of the two former provinces of Dong Nai and Binh Phuoc.

This is also the first congress after the merger, laying the foundation for a new stage of development, affirming the mettle, intellect, unity, and political determination of the entire Party Committee in building a truly clean and strong Party organization, contributing to the goal of developing Dong Nai into a green, civilized, and modern province in step with the nation as it enters a new era of development.

The first congress of the Party Committee of the Provincial Party Agencies for the 2025-2030 term defined the theme: “Enhancing the leadership capacity and fighting strength of the Party Committee; promoting democracy, solidarity, and discipline; building a contingent of pioneering and exemplary cadres and Party members with sufficient qualities, competence, and prestige to meet mission requirements; and building a comprehensively clean and strong Party Committee of the provincial Party agencies.”

The congress had the important tasks of reviewing and objectively evaluating the results of implementing the resolution of the 2020-2025 term (from March 1, 2025, to present), especially after the Party organization merger; affirming achievements; identifying shortcomings and their causes; and drawing deep lessons for the new term. It aimed to determine viewpoints, goals, and solutions for building a comprehensively clean and strong Party and political system; promoting the core political role of Party organizations in provincial Party agencies; contributing to the province’s development goals; and discussing contributions to the draft documents for the 14th National Party Congress and the Dong Nai Provincial Party Congress for the 2025-2030 term, with emphasis on renewing the Party’s leadership methods, streamlining the organizational apparatus, and advancing digital transformation in the political system.

According to Comrade Thai Bao, in the last term, amid major changes, especially the merger of the Party organizations of both provinces, the Party Committee of the Provincial Party Agencies demonstrated unity and political steadfastness, overcame difficulties, maintained organizational stability, and successfully fulfilled political tasks. Party committees effectively provided strategic advice to the Provincial Party Committee on Party building and political system construction. Political and ideological work saw innovations, with improved communication effectiveness; the study and practice of Ho Chi Minh’s ideology, morality, and style became more profound; and the leadership capacity and fighting strength of grassroots Party organizations were significantly enhanced.

The grassroots Party organizations in administrative agencies, public service units, and socio-political organizations effectively upheld their political nucleus role, maintained Party principles in meetings, improved Party building quality, and linked it with professional duties to serve the leadership and direction of higher-level Party committees.

In addition, the entire Party Committee promoted digital transformation, renewed leadership methods, built the “Four Goods” cell and “Four Goods” Party Committee model, improved thematic meetings, and carried out comprehensive, in-depth inspection and supervision.

The achievements and lessons learned in the leadership, direction, and administration of the Party Committee of the provincial Party agencies during the past term have created an important and solid foundation for building and developing the Party Committee of the provincial Party agencies over the next five years.

Alongside the achievements, the congress frankly acknowledged the remaining shortcomings.

From there, the congress set key goals, targets, and main tasks for the 2025-2030 term, including three breakthrough areas:

Innovating and improving the quality and effectiveness of political and ideological education, and cultivating moral qualities among cadres and Party members to better meet political mission requirements in the new context.

Strongly reforming Party leadership methods toward grassroots-level closeness, decisiveness, substance, and effectiveness; improving the quality of cell and Party committee meetings in association with strengthening the exemplary role of leaders. Focusing on building a contingent of cadres, Party members, and civil servants with firm political will, pure morals, solid professional competence, and the courage to think, act, and take responsibility in the new context.

Strengthening information technology application and promoting digital transformation in the operation of Party agencies and organizations, ensuring synchronization and modernity, and serving leadership, management, and Party activities effectively. This congress also affirms the pioneering and exemplary role of the Party organizations in provincial Party agencies, the units directly advising and implementing the Provincial Party Committee’s key policies, while gathering a cadre corps with political mettle, competence, and prestige who lead in innovation and creativity.

On behalf of the Provincial Standing Party Committee, Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai People’s Council acknowledged and praised the leadership, direction, and implementation of the resolution of the Party Committee of the Provincial Party Agencies in the 2020-2025 term, especially since its establishment.

She emphasized that Party members in the Party Committee of the Provincial Party Agencies shoulder two important responsibilities: performing their unit’s duties while also providing strategic advice to the Provincial Party Committee. Therefore, each cadre and Party member must share responsibility, maintain unity, uphold individual roles in connection with collective responsibility, and truly be nuclei for spreading solidarity and setting examples in morality, lifestyle, and organizational discipline. Building a contingent of Party members with pure morals, firm political will, responsibility, and pioneering spirit, willing to think, act, and take responsibility, is essential.

Each grassroots Party organization and each cadre and Party member must constantly innovate working methods, act proactively, creatively, decisively, and effectively, contributing to improved leadership and direction by Party committees. Digital transformation must be promoted across the Party Committee, gradually modernizing leadership, direction, and management methods.

Inspection and supervision must be renewed with a focus on early warning, prevention, and timely correction to minimize violations leading to disciplinary action. The quality of Party members and cell activities must be improved, along with building the “Four Goods” cell and “Four Goods” Party member model. Efforts must also be made to enhance grassroots democracy and the work of the Vietnam Fatherland Front and socio-political organizations.

The Standing Deputy Secretary of the Provincial Party Committee stressed that right after the congress, the Party Committee of the Provincial Party Agencies should lead the implementation of an action program for the resolution, including developing a digital transformation plan for Party agencies. Regular emulation movements should be launched to celebrate major national events, the Party congresses at all levels, and to contribute to the strong development of Dong Nai.

She also noted that in the new development stage, stagnation and conservatism are unacceptable; each cadre and Party member’s work efficiency must be measurable in daily, weekly, and monthly outcomes. Under the current policy of localities decide, localities act, localities take responsibility; individuals must also decide, act, and take responsibility for the common good, with mechanisms and policies in place to protect those who dare to act for the collective interest.

Each Party committee, agency, unit, official and Party member must consistently uphold the spirit of solidarity and strictly comply with the 19 prohibitions for Party members. Every Party member must continuously cultivate themselves to safeguard the reputation of both the individual and their Party organization, agency, or unit.

The Party Committee of the Provincial Party Agencies and subordinate Party committees must pay close attention to all stages of cadre work, promptly discovering, planning, training, and fostering cadres with sufficient qualities and competence to form a leadership contingent with high leadership capacity, action-oriented thinking, aspiration to contribute, and governance vision for the new era.

On this occasion, on behalf of the Provincial Party Executive Committee, Comrade Ton Ngoc Hanh presented the congress with a banner bearing the message: “Solidarity – Democracy – Discipline – Responsibility – Building a comprehensively clean and strong Party Committee of the Provincial Party Agencies.”
