(ĐN) – On the morning of August 5, Dong Nai Provincial Party Committee held a conference to briefly announce the outcome of the 12th Plenum of the 13th Party Central Committee.

At the event, Ton Ngoc Hanh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai provincial People's Council, gave the briefing. She stated that the 12th Plenum of the 13th Party Central Committee took place on July 18–19, 2025 in Hanoi, chaired by Party General Secretary To Lam. During the two-day plenary session, the Party Central Committee discussed and provided opinions on major issues of strategic significance for the country’s development including preparations for the 14th National Party Congress; the political and legal foundations, goals for reform and innovation in the coming period; personnel work and other important matters under the Party Central Committee’s working regulations.

Accordingly, the Party Central Committee reached broad consensus on the contents of the documents related to personnel directions for the 14th National Party Congress. These include the orientation for the allocation of the structure and number of official members of the 14th Party Central Committee; the criteria, structure, number and principles for allocating delegates to attend the 14th National Party Congress; and feedback on the additional personnel planning of the Politburo and Secretariat for the 2026–2031 term.
The Party Central Committee also agreed on the personnel orientations for the 14th National Party Congress and agreed with the Government Party Committee's proposals to amend and supplement certain resolutions and conclusions issued by the Party Central Committee.
The Party Central Committee approved a plan to consolidate three key reports, including the political report, the socio-economic report, and the report on Party building and implementation of the Party Charter, into a single comprehensive document on Party development work. In addition, the Committee adopted the draft contents of documents to be submitted to the 14th National Party Congress, including the draft political report; the summary report on theoretical and practical issues about the socialist-oriented renewal process over the last 40 years in Vietnam; and the report on the implementation of the Party Charter.
The Committee also reached consensus on the proposals by the Government Party Committee regarding amendments and additions to a number of existing Party resolutions and conclusions.
Regarding the upcoming Party congresses at all levels for the 2025–2030 term, the Committee emphasized that these events hold special significance. They are not only major political activities across the Party and the public, but also serve as a prerequisite for successful organization of the 14th National Party Congress. The Committee reviewed and commented on various reports, including the results of implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025; the country’s socio-economic situation in the first half of 2025; key issues handled by the Politburo between the 11th and 12th plenums; and several priority tasks to be addressed before the 13th plenum.
The Party Central Committee called on the entire Party, the people, and the armed forces to unite, overcome challenges, and ensure the smooth, effective operation of the two-tier local government model. The goal is to successfully achieve the 2025 socio-economic development targets and organize the Party congresses at all levels, leading up to the 14th National Party Congress.

Based on the briefing on the outcome of the 12th Plenum of the 13th Party Central Committee, the Dong Nai Provincial Standing Party Committee called on all levels, sectors, agencies, and units to intensify communication and mobilization efforts throughout the Party, the people, and the armed forces. These efforts aim to ensure consensus in implementing the resolutions of the 12th Plenum, thereby contributing to the successful building of the two-tier local government system and the fulfillment of Dong Nai’s 2025 socio-economic goals following the provincial merger, in line with Central directives. They also set the stage for the successful organization of Party congresses at all levels leading up to the 14th National Party Congress.
