The 11th Congress of the Army’s Party Organisation for the 2020-2025 term concluded on September 30 after four days of working.
The congress reviewed the five-year implementation of the resolution adopted at the previous congress for 2015-2020, and decided upon orientations, targets, tasks, and management solutions for the implementation of military, defence, and Party building tasks over the next five years.
Delegates also assessed the leadership of the 10th Central Military Commission, deliberated draft documents from the Party Central Committee to be submitted at the coming 13th National Party Congress, and elected representatives to the Congress.
They agreed on documents submitted by the Central Military Commission, including an action plan on building the army by 2025 that aims to streamline personnel, modernise a number of armed services and forces by 2030, and build a modern army from 2030.
Regarding draft documents to be presented at the 13th National Party Congress, delegates said they were prepared thoroughly and scientifically, reflect the aspirations of the entire Party, people, and army, and suit the latest domestic and international situation.
They expressed a hope that the Politburo would pay more attention to building a pure, strong, and exemplary Party Organisation of the army, meeting requirements in the new revolutionary period.
Delegates suggested the Politburo instruct ministries, agencies, and localities to actively coordinate with all-level Party Committees in the army in order to successfully complete military and defence tasks.
The congress also highlighted solidarity between the army and the people as well as the building of all-people defence in combination with public security, along with poverty reduction and socio-economic development in remote, border, and island areas.
The resolution of the 11th Congress of the Army’s Party Organisation was unanimously adopted, which sets seven major military, defence, and Party building tasks over the next five years.
The congress also approved an action plan on realising the resolution, with 15 main tasks and solutions, and assigned the Central Military Commission to complete and materialise the plan.
The Central Military Commission needs to promote its achievements, reform its leadership methods, and work to improve its working performance in the 2020-2025 tenure, the congress heard.
It also elected 61 representatives to the upcoming 13th National Party Congress.
