The long-awaited 11th National Party Congress officially opened in Ha Noi at 8am today, with the participation of 1,377 delegates representing over 3.6 million Party members along with local and international guests.
The congress, held every five years, is themed "Continue enhancing the Party’s leadership capacity and combativeness, promoting the nations synergy, comprehensively boosting the doi moi (renewal) process and creating the fundamentals for Viet Nam to basically become a modern-oriented industrial country by 2020."
On behalf of the presidium, Party Poliburo member cum President Nguyen Minh Triet delivered a speech to open the eight-day sitting.
He welcomed delegates, including former Party and State leaders, Vietnamese heroic mothers and representatives of outstanding professionals, young people and other guests.
Triet also said the event was organised at a "very crucial moment" as the nation marked 25 years since the start of the comprehensive renewal process.
"Despite domestic and global challenges, particularly the financial crisis and economic downturn, the whole Party and people have strived to achieve important results we can be proud of," he said.
He mentioned the success of bringing the country out of an under-developed status, giving a new lift to the country’s image and people’s lives.
Triet, however, stressed that upcoming "swift, complicated and unpredictable development" would pose more fierce challenges to all nations, including Viet Nam.
"In that context, the 11th National Party Congress has a huge historical responsibility in front of the whole nation," he said.
"We need to look at the truth, speak out the truth and be seriously critical in order to review our achievements and shortcomings, and draw lessons via the implementation of the 10th Party Congress Resolution as well as socio-economic development tasks," the President said.
He also added that on that basis, the Congress would decide on how to supplement the 1991 Political Platform, define a socio-economic development strategy for the next 10 years and work out orientations, targets and missions for the next five years.
In a report given at the opening session, Party General Secretary of the 10th tenure Nong Duc Manh also reviewed results and weaknesses of the country since the implementation of the 10th Party Congress Resolution adopted five years ago.
He spoke about improvements in various fields, including education and training, science and technology, economic growth and democracy promotion.
The economy grew quickly at an annual average rate of 7.2 percent and its structure shifted positively while institutions designed to help the countrys market economy operate within socialist orientations continued to be perfected.
In 2010, the countrys GDP recorded a 3.4-fold rise over 2000 as calculated in real prices.
There was a five-fold rise in state budget collection and export value in 2010 compared to ten years ago while GDP per capita stood at US$1,168 last year.
After mentioning the achievements, the report pointed out existing problems, including economic development that is not yet sustainable, low competitiveness, and the slow pace of economic restructuring.
The Party leader also laid out tasks for the Party and nation from now until the middle of the 21st century.
They included stepping up national industrialisation and modernisation in combination with developing a knowledge-based economy and developing a market economy in line with socialist orientation.
