Digital transformation – an inevitable trend to enhance the effectiveness of Party work

Amid the Fourth Industrial Revolution and the strong global momentum of digital transformation, accelerating digital transformation within Party agencies has become an urgent requirement that cannot be delayed.

Party agencies and organizations must take the lead in this process to bring about comprehensive, strong, and substantive changes; improve the quality of leadership, direction, administration, and working practices; and shorten processing times; contributing to promoting administrative procedure reform within Party agencies.

Implementation of key digital transformation tasks

Deputy Chief of the Dong Nai Provincial Party Committee Office Nguyen Xuan Cuong stated: “In implementing major directives of the Party-especially Decision No. 204-QĐ/TW dated November 29, 2024 of the Party Central Committee’s Secretariat approving the Digital Transformation Project in Party agencies-the Dong Nai Provincial Party Standing Committee issued Plan No. 464-KH/TU dated 7 May 2025, providing a comprehensive roadmap for implementing the digital transformation project across provincial Party agencies.

Accordingly, regarding digital infrastructure: In 2025, the upgrade of the Party Data Integration Center located at the Provincial Party Committee Office will be completed, along with the deployment of centrally transferred systems and software platforms including virtualization, centralized user management, email systems, digital certificates, electronic authentication, and mobile network services. 100% of officials within Party agencies authorized to sign documents will be equipped with digital signatures.

In 2026, the Party’s wide area network will be connected through a dedicated high-bandwidth digital transmission system, linking Party agencies from the provincial to commune levels, and integrating with state agencies, the Vietnam Fatherland Front, and socio-political organizations. In 2027, a modern, synchronized Party information network infrastructure will be ensured to support the deployment of specialized information systems with high computing capacity. By 2028, 100% of commune-level Party agencies will be fully equipped with modern, synchronized devices, meeting operational needs and information security standards.

Cuong emphasized that under the strong direction of the Central Government and the Provincial Party Committee, Dong Nai has achieved key milestones in digital transformation, laying a solid foundation for the next phase.

Specifically, the Provincial Party Committee Data Integration Center of the Provincial Party Committee has been put into operation with full equipment, including servers, firewalls, document transmission and reception software, and network systems following the guidance of the Party Central Committee’s Office. The Party’s wide-area network and the internet have been completely physically separated to ensure security. A high-bandwidth internet access for all levels of Party committees has met work requirements effectively. A seamless, synchronized connection has been established from the Central authorities to the provincial level and to 100% of subordinate Party committees in the province, following the model instructed by the the Party Central Committee’s Office and the Government Cipher Committee.

At the same time, the workflow management software has been implemented, becoming the “information lifeline” connecting all levels, ensuring that 100% of incoming and outgoing documents are processed online.

The Provincial Party Committee’s Office, in coordination with the Digital Transformation and Cipher Department (Party Central Committee’s Office) and Viettel Dong Nai, has provided digital transformation training to 100% of Party agencies and committees, reducing paper-based procedures and increasing operational efficiency. Dong Nai has also implemented paperless meetings. To date, 1,458 accounts have been generated for provincial Party Committee members, departments’ leaders, commune- and ward-level Party standing committees, and Provincial Party Committee’s Office staff, preparing for province-wide paperless meeting deployment. According to the Provincial Party Committee member, Deputy Head of the Provincial Party Committee’s Organization Commission Bui Thi Yen, the unit is effectively operating and using the online meeting software in coordination with the Party Central Committee’s Organization Commission; implementing Party member database software 3.0; and utilizing the e-Party member handbook app.

After consolidation, the Dong Nai Provincial Party Organization now has more than 131,000 members, and the standardization of Party member data to deploy the e-Party member handbook app has been a major effort of the Provincial Party Committee’s Organization Commission, creating an interactive digital channel for Party activities and resolution studies.

Rapid adaptation to the new context

Digital transformation has also been actively implemented at subordinate Party offices. Deputy Chief of Party Committee Office of the Provincial Party agencies Pham Thanh Ha said the Party Committee Office has fully applied the new electronic office system, integrating document management, task assignment, scheduling, and inter-Party communication between committees and affiliated agencies.

Plan 464-KH/TU emphasizes that digital transformation within Party agencies is an urgent, long-term, strategic task to build a Party that is “clean, strong, intelligent, ethical, pioneering, and exemplary,” capable of leading national reform and integration in the digital era

All processes-including drafting, digital signing, approval, issuance, receipt, and storage of documents-are conducted electronically. Many office applications have been digitized and integrated with the E-Office system, such as the weekly agenda, work registration, and work management, among others. This enables managers to easily organize tasks, give reminders and guidance, as well as feedback on specific matters. As a result, workflow is closely monitored, and information is communicated quickly and in a timely manner.

Party Secretary of the Information and Synthesis Division, Commission for Propaganda and Mass Mobilization Phan Duy Khiem underscored: “We are living in an era where digital transformation and international integration are no longer merely trends, but have become the mainstream forces reshaping political, economic, cultural, and social life. This reality presents both unprecedented opportunities and challenges, requiring the propaganda and mass mobilization work, two key areas on the ideological and public engagement front of the Party and the State, to undergo strong and proactive transformation. Given current demands, maintaining traditional approaches to propaganda and mass mobilization work is no longer appropriate. Therefore, it is necessary to organize training programs that provide in-depth instruction on digital skills, multimedia communication skills, skills in handling communication crises, and international integration knowledge for propaganda and mass mobilization officers at all levels. He emphasized that officials must  take the lead in digital transformation, not only knowing how to use technology but also being able to leverage it to serve their work effectively.

Provincial Party Committee member, Deputy Head of the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization Le Thi Thai added that the Commission has issued Guideline No. 07-HD/BTGDVTU dated October 30, 2025 to promote communication of digital transformation implementation among Party agencies in the province during the 2025–2028 period.

She emphasized that digital transformation fundamentally renews the Party’s leadership model-from paper-based to data-driven governance, from experience-based administration grounded in scientific analysis and forecasting; and from traditional to digital communication that is faster, broader, and more effective.
