Dong Nai collects over 73 trillion VND in budget revenue in nearly 10 months of 2025

On the morning of October 21, Vo Tan Duc, Deputy Secretary of the provincial Party Committee and Chairman of the Dong Nai provincial People’s Committee, chaired a briefing meeting of the financial sector to review the state budget revenue and expenditure for the first nine months of 2025 and discuss measures for the final months of the year.

Attending the briefing meeting were Truong Thi Huong Binh, Member of the provincial Party Committee and Director of the Department of Finance, along with leaders of provincial financial agencies such as taxation, customs, the State Treasury, and the provincial lottery company.

According to the Department of Finance, as of October 19, total state budget revenue in the province exceeded 73 trillion VND, reaching 104% of the target assigned by the Prime Minister and 98% of the target set by the Provincial People’s Council. Of this, domestic revenue accounted for over 55.5 trillion VND; lottery revenue over 3.1 trillion VND; and import-export revenue over 17.6 trillion VND. Notably, Dong Nai collected nearly 6.8 trillion VND from land auctions during this period. Local budget expenditure as of October 19 reached over 37.9 trillion VND, equivalent to 64% of the estimate approved by the Prime Minister and 56% of the target set by the Provincial People’s Council.

The Department of Finance assessed that the province’s budget collection efforts have benefited from the timely guidance of the provincial Party Committee and People’s Council, as well as the close coordination of relevant departments, sectors, and local governments. This collective effort has helped address challenges and implement revenue solutions effectively, ensuring that the province remains largely on track with its budget targets.

On the expenditure side, budget management at all levels has remained balanced, maintaining sufficient cash flow for administration and operations.

However, after more than nine months, the public investment disbursement rate only reached 45% of the capital plan assigned by the Prime Minister, indicating that disbursement progress remains below expectations.

Assessing and directing fiscal tasks for the remaining months of 2025, Chairman Vo Tan Duc emphasized that in order to achieve the 100 trillion VND revenue goal for the year, Dong Nai must collect at least 26.9 trillion VND in the final months. Of this, domestic revenue should exceed 22.3 trillion VND, while import-export revenue should strive to reach nearly 4.5 trillion VND.

To meet these goals, he instructed the tax, customs, and lottery sectors, as well as the provincial Land Fund Development Center, to continue reviewing and analyzing revenue sources by economic sector, field, and administrative area; ensure no losses or omissions in potential tax sources, especially in areas with significant population or business activity growth. He also directed the organization of business engagement conferences with domestic and foreign enterprises to encourage companies with projects in Dong Nai (but currently paying taxes elsewhere) to fulfill their tax obligations in the province. Relevant agencies were also tasked with accelerating the auction of 38 out of 41 remaining land plots under the provincial plan to ensure revenue targets are achieved.

Regarding expenditure, the Chairman called for a strong push in public investment disbursement, striving for 100% completion of the 2025 plan. He emphasized that this is a key political task tied to the accountability of agency and local leaders, with an expected positive impact of boosting GRDP growth by 1–2%. Localities were urged to intensify efforts in supervision, inspection, and prompt resolution of difficulties related to disbursement, particularly in areas concerning land clearance, site compensation, and project implementation under the newly reorganized two-tier local government model.

Chairman Vo Tan Duc also reminded the Department of Finance to closely monitor and inspect budget estimates, provide regular reports on revenue and expenditure performance, and promptly advise the provincial leadership on addressing any emerging fiscal issues.
