The Government has recently issued Resolution No. 112/NQ-CP on simplifying administrative procedures and civil papers related to population management within the scope of the Ministry of Public Security (MPS)'s State management functions.

The Government has recently issued Resolution No. 112/NQ-CP on simplifying administrative procedures and civil papers related to population management within the scope of the Ministry of Public Security (MPS)’s State management functions. Accordingly, the procedures for granting the certificate of identity of Vietnamese citizens overseas will be simplified.
Specifically, the time for verification and for the handling of administrative procedures at the immigration management office of the provincial police will be reduced by 20 working days from 25 days previously, as stipulated in Clause 8, Article 1 of Joint Circular No. 08/2013/TTLT-BCA-BNG dated August 20, 2013.
The resolution also stipulates the abolition of the dossier component “Copies of documents certifying the relationship between the applicant and relatives abroad” as regulated in Clause 8, Article 1 of Joint Circular No. 08/2013/TTLT-BCA-BNG of the MPS and the Ministry of Foreign Affairs (MOFA); guides the amendment and supplementation of a number of articles of Joint Circular No. 08/2009/TTLT-BCA-BNG dated October 6, 2009 of the two ministries; and guides the issuance of ordinary passports and laissez-passers to Vietnamese citizens overseas according to the Government’s Decree No. 136/2007/ND-CP dated August 17, 2007 on the exit and entry of Vietnamese citizens.
At the same time, the resolution abolishes the request to show identity cards, birth certificates or household registration books for those aged under 14, with regards to the procedure “Granting border laissez-passers to Vietnamese citizens permanently residing in communes, wards and townships contiguous to the Vietnam-China borderline at the commune police offices”, stipulated in Article 6 of the MPS’s Circular No. 67/2013/TT-BCA dated December 11, 2013.
For the group of procedures: registration and grant of plate number (implemented at the central and provincial levels); renewal, re-grant and revocation of vehicle registration certificate and plate number (implemented at the central and provincial levels); registration of vehicles coming from other provinces at the provincial police offices; registration and grant of car and motorcycle plates at the district-level police offices; and withdrawal of car and motorcycle registration certificates and plates at the district-level police offices, in Article 9 of Circular No. 15/2014/TT-BCA dated April 4, 2014 of the MPS stipulating vehicle registration for Vietnamese owners, the process of registering and issuing plates does not require the showing of “household registration book” as well as authorization papers for relatives in the same family in the household registration book, whilst abolishing the request to show identity cards for people who come to perform vehicle registration procedures.
Regarding the procedures for temporary residence registration at the commune-level police offices, the resolution abolishes the form of managing temporary residents by “temporary residence book” and stipulates the use of “personal identification code” instead. Thence, the handling of procedures through “temporary residence book” will be abolished and replaced by the form of updating information on the national database on population, as stipulated in the Law on Residence and the Law on Amendments and Supplements to the Law on Residence, and the Government’s Decree No. 31/2014/ND-CP dated April 18, 2014 detailing some articles and measures to implement the Law on Residence.
