The Ministry of Culture, Sports and Tourism is drafting a Decree stipulating the establishment and operation of foreign cultural centers in Viet Nam.
The draft Decree applies on non-profit foreign cultural centers in Viet Nam including (a) foreign cultural centers in Viet Nam set up based on the agreements between the Vietnamese Government and other foreign Governments or international conventions Viet Nam has joined or inked, (b) foreign cultural centers in Viet Nam established not based on the agreements between the Vietnamese Government and other foreign Governments or international conventions Viet Nam has joined or inked.
The draft Decree does not apply for profit-making foreign cultural centers established in accordance with the regulations on investment and business.
After 60 days of receiving valid documents, the Ministry of Culture, Sports and Tourism is responsible for receiving comments from related agencies before submitting to the PM. After approved by the PM, the Ministry will grant the establishment and operation license.
Foreign cultural centers may organize cultural activities such as 1 - banquets, exhibitions, artistic performances, theaters, films, art contests, festivals, organizations of events on holidays and crucial international events, 2 – round tables, conferences, consultancy and presentations relevant to culture, 3 – clubs and camps on culture and art, and 4 – training courses on culture, art, food and foreign languages.
