New penalties decided on pyramid selling infringements

The Government has issued a new decree to amend and supplement some articles of Decree 185/2013/ND-CP, dated November 15, 2013 on the penalties on administrative violations in commercial activities.

The Government has issued a new decree to amend and supplement some articles of Decree 185/2013/ND-CP, dated November 15, 2013 on the penalties on administrative violations in commercial activities.

Especially, the new decree amends the penalties on pyramid selling.

Accordingly, pyramid selling organisers will be fined VND 20-30 million (US$952-1428) if they pay their salesmen over 40% of turnover (including commission, premium, and other economic benefits).

A fine of VND 30-50 million will be imposed on multi-level marketing activities without registration with State competent agencies. The fine will be doubled if the infringements take place in two or more municipal provinces and cities.

In addition, multi-level marketing salesmen will be fined VND 500,000-1,000,000 if they have yet granted member cards or do not present member cards when introducing or marketing products.

Inaccurate dissemination on products will be imposed a fine of VND 1-3 million./.
