Under Government Decree No. 25/2013/ND-CP on environmental protection charge for wastewater, those who paid charge for discharging wastewater into the sewage system and those who managed the system are liable to pay environmental protection charges.
From July 1, agricultural, forest and aquatic product processing and production establishments using clean water for their activities must pay environmental protection charges for industrial wastewater.
For household wastewater, the charges are calculated in percentage of the selling price of one cubic meter of clean water but must not exceed 10 percent of VAT exclusive clean water selling price.
Meanwhile, household wastewater discharged from organizations and households using self-exploited water will be regulated by People’s Councils of provinces and centrally-run cities.
The Decree also stipulates environmental protection charge for wastewater containing heavy metals and heavy metal-free wastewater.
Environmental protection charge will not be imposed on water discharged from hydro power plants and water circulated in processing and production establishments, seawater discharged after being used in salt production, household wastewater in areas entitled to state price subsidy, household wastewater in communes and areas where no clean water supply system is available, equipment-cooling water and rainwater.
