According to the Ministry officials in charge of the domestic market, the new regulation would help remove restrictions on commercial rights of foreign-invested enterprises as committed by the country for WTO accession, allowing each of these enterprises to have many domestic distributors which have made business registration or obtained the right to distribute specified groups of imports.
The circular also provides that foreign-invested enterprises that have already been licensed to import goods but not yet obtained the distribution right may not set up their own distribution agents. They must send quarterly reports on traders buying their imported goods to licensing authorities.
