Dong Nai is making every effort to achieve its 2026 targets of double-digit economic growth and state budget revenue of VND150 trillion. Achieving these crucial goals would strengthen the city's development capacity and create fresh momentum for it to pursue more ambitious objectives throughout its current term.
Truong Thi Huong Binh, Director of the Department of Finance (DoF), said the Government had assigned the city a state budget revenue target of VND100.4 trillion for 2026. If revenue exceeds VND150 trillion, Dong Nai would be able to retain more than VND89 trillion under the budget revenue-sharing mechanism. This would provide substantial resources for reinvestment in key transport projects, hospitals, schools and social welfare, helping the city accelerate development and achieve breakthroughs in the years ahead.
Tapping development potential
Dong Nai is among localities with strong development across various sectors, particularly industry. The industrial sector is a major source of budget revenue and helps fund investment in social infrastructure. In 2025, the city's economy staged a strong recovery, delivering encouraging results that demonstrated its strong political determination to accelerate development.

Dong Nai's economy grew by 9.63% in 2025, exceeding the 8% growth target set by the Government’s resolution. For the first time, the city also recorded state budget revenue of more than VND101.4 trillion. It ranked first in economic growth in the southeastern region and seventh nationwide. Dong Nai was also the country's fourth-largest contributor to state budget revenue, after Ho Chi Minh City, Hanoi and Hai Phong. Given the scale of its economy, every percentage point of GRDP growth in Dong Nai makes a significant contribution to national economic growth.
The Dong Nai City Party Committee (CPC) has called for the city's development potential and advantages to be fully leveraged to accelerate growth and increase budget revenue. According to the DoF, the Government has set a target of at least 10% economic growth and state budget revenue of VND100.4 trillion for Dong Nai in 2026. The CPC’s Standing Committee has set a higher bar for the Dong Nai People's Committee, urging it to make every effort to achieve 11% economic growth and collect VND150 trillion in state budget revenue. Meeting these targets would put the city in a stronger position to secure priority government funding for infrastructure development and social welfare in 2027 and beyond, benefiting both residents and businesses.

At many key meetings, the CPC’s standing members have urged departments, agencies and local administrations not to rest on their achievements but to keep pushing themselves to meet more ambitious goals. Without setting more ambitious targets for itself, the city will lack the motivation to strive for further progress. Setting higher goals also requires all levels of the administration, from the city to wards and communes, to work at full capacity and closely track each assigned task and performance target. This approach helps identify officials who are capable, decisive and willing to take responsibility, while enabling the timely replacement of those who fail to meet expectations.
Turning pressure into motivation
With mounting workloads and greater responsibilities, departments, agencies and local administrations are making greater efforts to meet their targets. The city has convened meetings even on weekends and public holidays to speed up implementation. It is also increasingly common for government offices to remain open beyond regular working hours and on Saturdays and Sundays. At a working session with the finance sector in late September 2026, the CPC’s standing members praised the dedication of several departments, particularly those responsible for finance, agriculture and environment, and construction, for their sustained efforts to achieve the city's economic growth and budget revenue targets.

Ho Van Nam, Secretary of the Party Committee and Chairman of the People's Council of Tran Bien ward, said the ward was fully aware of its responsibilities as the city's economic, political and cultural center. It is closely following each task assigned by the CPC’s Standing Committee. Alongside efforts to meet budget revenue and public investment disbursement targets, the ward is reviewing its land fund for auction to generate additional budget revenue. It is also accelerating administrative reform, completing planning work and implementing transport infrastructure projects to improve the urban landscape, he said.
Do Huy Khanh, Secretary of the Party Committee and Chairman of the People's Council of the Phuoc An commune, said the commune was racing against time to collect revenue equal to 200% of its budgetary target assigned by the city. However, public investment disbursement remained below expectations, making it a key priority for the remainder of the year. The commune Party Committee’s overall leadership and direction is to devote maximum effort to monitoring each project and ensure that all allocated public investment funds are disbursed by year-end, he said. The workload facing commune officials and civil servants is substantial, as they must oversee local projects while coordinating with the city on several major projects located within the commune. This requires sustained effort and close coordination to meet the targets, Khanh added.
Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the CPC and Chairwoman of the city People's Council:
“Know your role and master your responsibilities”
The tasks facing us through the end of 2026 are substantial and demanding. Agencies and units, especially their heads, must therefore carry out their responsibilities seriously and effectively, while closely following the directions of the CPC’s standing members. The key requirement is for each agency and unit to clearly understand its functions and responsibilities and act in accordance with the principle of “knowing your role and mastering your responsibilities.” Heads of departments, agencies and units must have a firm grasp of their mandates so they can assign tasks appropriately and in line with practical conditions. This will provide a solid basis for effective monitoring, follow-up and supervision.
At a June 2026 meeting with the CPC’s Standing Committee, Politburo member and Prime Minister Le Minh Hung praised the city's leadership for its determination and commitment, noting that these efforts would contribute not only to Dong Nai's development but also to national development. Given Dong Nai's position as one of the country's largest economies, its growth is particularly important at this stage of national development, the Prime Minister said. He added: “If Dong Nai is committed to meeting its targets while setting more ambitious goals and achieving better results in economic growth, public investment, state budget revenue and investment efficiency, the Government will prioritize allocating greater resources to the city in 2027 and the years ahead.”
