The People’s Committee of Dong Nai City issued Plan No. 22/KH-UBND on May 11, 2026 to implement the Government’s Resolution No. 34/NQ-CP dated March 5, 2026 on the execution plan of the National Assembly’s Resolution No. 262/2025/QH15 approving the investment policy for the National Target Program on Healthcare, Population and Development for the 2026-2035 period.

The move is considered a strategic step toward improving public healthcare quality, promoting sustainable population development and building a comprehensive social welfare foundation for the new phase.
According to the plan, the program aims to improve public health, enhance population quality, effectively adapt to population aging and narrow disparities in access to healthcare services between regions. It also seeks to shift the focus from disease treatment to proactive prevention and comprehensive lifelong healthcare.
The Government’s Resolution No. 34/NQ-CP focuses on key tasks, including widely disseminating policies on healthcare, population, and development; building and perfecting the system of mechanisms and policies; investing in the development of the healthcare network, especially grassroots healthcare and preventive healthcare; improving the quality of population services, reproductive health, care for mothers, children, and the elderly; ensuring financial resources; and strengthening inspection and supervision of the implementation process.

In Dong Nai, the Dong Nai Department of Health has been assigned as the lead agency, coordinating with the Department of Finance, relevant departments, sectors and the People’s Committees of communes and wards to formulate detailed implementation plans, advise on budget allocation, improve specific mechanisms and oversee implementation, monitoring and evaluation. The second quarter of 2026 has been identified as a key milestone for completing foundational tasks, including drafting the overall implementation plan, submitting principles and criteria for budget allocation to the city People’s Council for approval and issuing guidelines on fund management and utilization.
In addition, press agencies, the Vietnam Fatherland Front and mass organizations have been encouraged to strengthen communications, supervision and social feedback efforts to build broad public consensus and ensure the program is implemented effectively and substantively.
The National Target Program on Healthcare, Population and Development for 2026-2035 period is expected not only to improve the quality of Dong Nai’s healthcare system and public health protection and care services, but also to contribute to building a high-quality workforce serving the city’s goal of rapid and sustainable development.
