Dong Nai aims for full disbursement of public investment capital in 2025

On August 5, the Dong Nai Provincial People’s Committee released Plan No. 33/KH-UBND, outlining the detailed disbursement schedule for projects using public investment capital in 2025.

Accordingly, the province has developed a Gantt chart and set a goal to complete disbursement of 100% of the planned public investment capital by December 31, 2025.

Nearly VND 4 trillion set to be disbursed in peak month

According to the Department of Finance, Dong Nai's total public investment capital allocated for 2025 exceeds VND 36 trillion. Most of the capital has been allocated to provincial-level project owners to implement development projects across the province.

To date, nearly VND 21 trillion has been allocated to provincial-level projects (excluding the Gia Nghia - Chon Thanh section of the western North-South Expressway). As of July 31, 2025, these project owners had disbursed over VND 7.5 trillion, or 36% of the plan.

According to Ho Van Ha, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee, public investment disbursement is considered a key task to drive socio-economic development. It is also a critical factor for Dong Nai to achieve its double-digit economic growth target in 2025.

In light of such importance, on August 1, the Provincial People’s Committee launched a "30-day-and-night public investment disbursement campaign" scheduled from August 1 to August 31, 2025. The campaign aims to raise the total disbursed capital to over VND 11.4 trillion by the end of August, equivalent to 55% of the annual plan. To achieve this, provincial-level investors must disburse nearly VND 4 trillion during August alone.

Alongside the target of achieving a 55% disbursement rate of public investment capital, in its Plan No. 33, the provincial People’s Committee also sets new target milestones to ensure the full disbursement of public investment capital, reaching 100% of the set plan by December 31, 2025.

Specifically, by September 30, the province aims to reach 60% disbursement (approximately VND 12.5 trillion); by October 31, 65% (nearly VND 13.7 trillion); and by November 30, 90% (around VND 18.8 trillion).

Among the projects with capital allocation for implementation in 2025, the western North-South Expressway’s Gia Nghia - Chon Thanh section stands out as one of the projects getting the largest capital allocations.

According to the Provincial People’s Committee, the western North-South Expressway’s Gia Nghia - Chon Thanh section traversing the Dong Nai province has received nearly VND 10.9 trillion in funding for conducting three key subprojects: Subproject 1 (over VND 6.8 trillion), Subproject 3 (VND 951 billion), and Subproject 5 (over VND 3 trillion).

To ensure progress, the Provincial People’s Committee assigned the Provincial Construction Investment Project Management Board as the main investor, with a clear directive to expedite implementation and maximize disbursement within the year.

Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Committee, confirmed that preparatory procedures for the expressway project have been largely completed. The Dong Nai provincial People’s Committee has named Subproject 1 into the list of key provincial projects to commence construction on the anniversary of the August Revolution (August 19, 1945 – 2025) 

The Gia Nghia - Chon Thanh section spans approximately 124 km, with over 101 km running through Dong Nai.

The entire project is divided into five subprojects. Of which, Dong Nai is responsible for Subproject 1: Construction of the Gia Nghia - Chon Thanh expressway (approx. 129 km, including a connector with the Ho Chi Minh Road between Chon Thanh and Duc Hoa) under the public-private partnership (PPP) model. This subproject was formerly under Binh Phuoc’s jurisdiction and is now managed by Dong Nai.

Subproject 3: Construction of feeder roads (98 km) and overpasses across the expressway within the former Binh Phuoc area, now managed by Dong Nai, implemented using public investment capital.

Subproject 5: Compensation, support, and resettlement in the area of the former Binh Phuoc, yet now as part of Dong Nai’s management under the public investment mode. The People’s Committee of the former Binh Phuoc province, current Dong Nai province, is in charge of launching the implementation.
