Dong Nai: Grassroots culture helps foster human development

Building a strong cultural life at the grassroots not only enriches the spiritual well-being of local residents but also helps cultivate the qualities that characterize the residents of Dong Nai in the new development era.

From families, residential communities, government agencies and businesses to cultural institutions, the values of solidarity, dynamism, creativity and compassion are being fostered across the city, laying a solid foundation for developing well-rounded residents.

Cultural and sports activities strengthen communities

In Phu Vinh hamlet, Phu Rieng commune, fostering a vibrant cultural life has long been regarded as a key task closely linked to community development. The commune has used a variety of communication channels, including community meetings, local loudspeaker systems, notice boards and Zalo neighborhood groups, to disseminate government policies and build public consensus in grassroots campaigns.

Initiatives such as brightly lit, green, clean and beautiful roads, streets lined with national flags, flower-lined roads and community-led environmental protection groups have received strong public support. At the same time, cultural performances, sports activities and the Great National Solidarity Festival are organized regularly, helping preserve local cultural identity, strengthen neighborhood solidarity and improve residents' quality of life.

Do Ngoc Sau, Secretary of Phu Vinh hamlet’s Party Cell said: "For us, building a strong cultural life at the grassroots is not simply about implementing a movement, but as a long-term process of nurturing a new generation of Dong Nai citizens who are compassionate, willing to share and responsible toward the community. Therefore, every cadre and Party member must set an example by studying and following Ho Chi Minh's ideology, morality and lifestyle, thereby creating a positive influence throughout the community."

Phu Rieng is not alone. Across Dong Nai, the movement to build a cultural lifestyle is being implemented in a coordinated manner, with grassroots cultural institutions playing an increasingly important role in creating an environment where residents can learn, interact and develop in all aspects of life.

Binh Phuoc ward currently maintains 41 cultural and performing arts clubs and 67 sports clubs. About 40 percent of residents engage in regular physical exercise, while nearly 39 percent of households have been recognized as physically active families. More than 98 percent of households have earned the title of Cultural Family, and all neighborhoods have been recognized as Cultural Neighborhoods.

The ward has also proactively reviewed and revised neighborhood conventions to comply with new regulations, strengthened the management of community cultural centers and talent classes, and encouraged the establishment of clubs aimed at fostering creativity among local residents. In addition, the locality has promoted information technology application and digital transformation in organizing cultural activities to better meet residents' increasingly diverse cultural needs.

Meanwhile, in Ta Lai commune, socialization, mobilizing non-state resources, has been identified as a key solution for the sustainable development of cultural and sports activities. The commune continues to maintain football, badminton, fitness, performing arts, gong performance clubs, Then singing accompanied by the Tinh lute, and senior citizens' cultural clubs, attracting broad community participation.

According to Nguyen Pham Tuyen, Vice Chairman of the Ta Lai commune People's Committee, the locality has set several targets for the 2026–2030 period, including maintaining Cultural Hamlet status in all hamlets, continuing to invest in the construction, renovation and upgrading of community cultural houses, and completing a modern system of cultural and sports facilities. The commune also plans to expand innovative communication models while developing digital cultural communities and smart communities as catalysts for grassroots cultural movements.

In 2026, Dong Nai aims for more than 90 percent of hamlets and neighborhoods to achieve Cultural Hamlet or Cultural Neighborhood status, over 95 percent of households to be recognized as Cultural Families, and at least 95 percent of localities to incorporate moral education, lifestyle values and modern family values into community conventions and clan regulations.

Putting people at the center of development

Built on this strong grassroots cultural foundation, Dong Nai's movement to promote a vibrant cultural life has continued to deepen, becoming an important driver in cultivating the values and qualities needed for the new era. To date, more than 98 percent of households across the city have been recognized as Cultural Families, while over 99 percent of residential communities have achieved Cultural Neighborhood status. These achievements reflect not only the effectiveness of the movement but also growing public awareness of the importance of preserving civilized lifestyles and building united, caring communities.

Many initiatives, including Green Sunday, bright–green–clean–beautiful roads, community lighting projects, security camera networks, and waste-for-gifts exchange programs, have evolved beyond short-term emulation campaigns to become regular community practices. Each initiative contributes to raising environmental awareness, maintaining public security and order, promoting mutual support and strengthening community responsibility, core values in shaping the residents of Dong Nai.

Hoang Thuy Vu, Vice Chairwoman of the Binh Phuoc ward People's Committee, said: "In the coming period, the locality will continue to effectively implement Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people, while enhancing the quality of the "All people unite to build a cultural lifestyle" movement in association with fostering the image of Binh Phuoc citizens as civilized, friendly and compassionate. The ward will continue to improve the effectiveness of its cultural institutions, expand cultural and sports clubs, develop more talent classes, and promote digital transformation in organizing cultural activities to create additional spaces for creativity and cultural enjoyment ”

 As Dong Nai enters a new stage of development with the ambition of becoming one of Vietnam's key growth poles, human development serves both as the ultimate goal and the driving force of development.
