Spreading the spirit of the congress through communication

The 1st Dong Nai Provincial Party Congress for the 2025–2030 tenure is a significant political event, marking a historic milestone in the province’s development following the official establishment of the Provincial Party Organization on the basis of merging the former Binh Phuoc and Dong Nai Party Committees.

Communication activities for the congress have been widely implemented through diverse and practical forms, closely following the central and provincial directions. These efforts have created an atmosphere of excitement and trust among cadres, Party members, and the people, encouraging an enthusiastic emulation towards the congress.

Synchronous, far-reaching, diverse, and effective communication

From the beginning of 2025, authorities at all levels across the province have actively responded to the patriotic emulation movement to welcome Party congresses at all levels, leading up to the 14th National Party Congress. Cultural, artistic, and sporting activities; projects dedicated to the congress; and forums and seminars on feedback contribution for drafting documents have been organized, attracting the broad participation of cadres, Party members, and people from all walks of life.

According to Do Thi Hong, Deputy Director of the Dong Nai Centre for Culture and Cinema, the centre has devised detailed plans for communication activities to serve major anniversaries and significant political events of both the province and the country. With respect to propaganda work before, during, and after the 1st Dong Nai Provincial Party Congress, for the 2025–2030 tenure, the center has prepared a series of specific activities, ranging from visual propaganda and mobile communication, mobile film screenings to community art performances.

The centre’s mobile communication team has designed a mobile propaganda program before, during and after the congress. The programme focuses on highlighting the glorious history of the Party, its leadership role and fighting spirit, as well as its outstanding achievements and lessons learned over 95 years, particularly in Party building and rectification. It affirms the Party's great mission today of leading the nation into a new era – an era of national rise.

Nguyen Cao Thep, Head of the Mobile Communication Team, said: "The communication work concentrates on achievements, difficulties, shortcomings, and lessons learned after five years of implementing the Resolution of the 2020–2025 tenure, as well as major orientations for the 2025–2030 tenure. The mobile programmes are being performed in rotation across communes and wards until October 15.”

The Dong Nai Art Theatre has staged special programmes highlighting the spirit, trust, and aspirations of the people for the province's development in the new tenure. Outstanding performances include Magnificent Milestones, Melodies of My Homeland, Writing the Next Golden Chapter, and the reformed opera Cai Quoc Chan Hung, which delivers messages on administrative reform, personnel work and administrative mergers to strengthen the Party and foster the country’s development.

Nguyen Viet Bac, Deputy Director of the Dong Nai Art Theatre, noted that the theatre is presenting a music and dance programme themed "The Party, Uncle Ho and the Development of the Nation" from September 10 to 30 in communes and wards throughout the province. Performances are staged directly at industrial zones, remote areas, border localities, and regions with large ethnic minority populations, while also being livestreamed on social media such as Facebook to reach wider audiences.

To promote the role of artists, the Dong Nai Literature and Arts Association has launched campaigns for the creation of literary, musical, fine art, and photographic works under the themes of praising the homeland, affirming the Party's leadership role, and welcoming the 1st Dong Nai Provincial Party Congress. Through activities such as celebrating Vietnam Music Day and Vietnam Stage Day, the association has showcased works that highlight the land and people of Dong Nai, as well as praise the Party, Uncle Ho, and the province's achievements under Party leadership.

Giang Manh Ha, People’s Artist and Chairman of the Dong Nai Literature and Arts Association, shared: “Through our electronic platform and magazine, we have promoted communication about this important political event, while encouraging artists to publish works and articles related to the congress on media platforms, social networks and professional websites.”

Strengthening grassroots-oriented visual communication

According to Deputy Director Do Thi Hong, the centre has renovated and updated fixed billboards in Binh Phuoc ward, while also enhancing decoration along major streets in the provincial administrative centre such as Vo Thi Sau, Ha Huy Giap, 30-4, Dong Khoi, Nguyen Ai Quoc, Duong Tu Giang and Nguyen Van Tri, with 40 billboard clusters covering 720 square metres and 20 boards of 120 square metres.

She added: “The centre has hung 50 banners, produced 2,500 Party and national flags, printed more than 4,700 propaganda posters and distributed them to communes and wards. In addition, we have compiled and broadcast propaganda materials through 95 commune-level loudspeakers and mobile communication vehicles to serve the public.”

To propagate the 1st Provincial Party Congress for the 2025–2030 tenure, leading up to the 14th National Party Congress, Dong Nai Newspaper and Radio, Television has closely followed Plan No. 26-KH/TU to roll out dedicated columns and programs across print, online, broadcast, and other platforms before, during, and after the upcoming congress. The communication content is delivered with accuracy, timeliness and vividness, thereby creating a joyful and confident atmosphere among cadres, Party members and the people.

Across 95 communes and wards, vibrant visual communications have been conducted simultaneously, with billboards, banners, slogans, and Party and national flags displayed at offices, public places, and households. Main roads, central areas, and major intersections have been splendidly decorated to welcome the event.

Recently, Dong Xoai ward, in coordination with the Dong Nai Centre for Culture and Cinema, organised an exhibition featuring large propaganda posters highlighting the great achievements of the Communist Party of Vietnam during the course of national building and defence, while introducing documents and images from previous provincial congresses. The activity aims to raise public awareness of the Provincial Party Committee's role in the comprehensive development of the province.

Nguyen Thi Bich Thuan, Vice Chairwoman of Dong Xoai ward People’s Committee, said: “Images of outstanding achievements in all fields of social life help promote the image of the country, people, culture and history, as well as guidelines, policies and socio-economic development potential of the country in general and of Dong Nai province in particular. Through these activities, Dong Xoai ward conveys a meaningful message to the public. That is to further strengthen patriotism and trust in the Party's leadership, and foster unity, contributing to successfully implementing Party resolutions, and building a more prosperous and civilised locality.”

The Dong Nai Centre for Culture and Cinema produces propaganda slogans

At Binh Phuoc ward, many public works have been decorated to welcome the congress, and they are widely spread throughout the area. From alleys and neighborhoods to schools, offices, and enterprises, the red flags of the Party and the nation, along with propaganda banners, have been displayed, demonstrating people's confidence in the Party leadership and the province's future development.

Mai Thi Ngoc, a resident of Binh Phuoc ward, shared: “I feel truly delighted in the shared atmosphere as the province heads towards this major event. Each of us wishes to contribute in our own small way by creating a green, clean, and beautiful environment, hanging the national flag at every household, and decorating neighborhoods and alleys. In doing so, we help create a neat, vibrant, and festive appearance for our locality in celebration of the 1st Dong Nai Provincial Party Congress.”

Local loudspeaker systems and mobile vehicles have been fully mobilized to disseminate information regularly and continuously to provide continuous and regular dissemination of congress-related content, including the themes, mottos, significance, goals, tasks, and orientations for the province in the new tenure. Political activities have also been organised at grassroots Party cells and residential areas, linked with propaganda on new Party policies and local achievements.

In addition, to promptly guide public opinion and counter wrongful and hostile views, agencies, units, and localities have strengthened the monitoring of cadres, Party members, and the people's ideological situation and sentiment, while detecting and addressing emerging issues related to ideology, information, and communication at an early stage. This is one of the key tasks to ensure political stability and public security during the congress.

Creating a vibrant atmosphere of emulation

The communication work for the 1st Provincial Party Congress not only ensures full and accurate information about the congress but also serves to encourage cadres, Party members, and the people to promote patriotism, overcome challenges, and accelerate efforts to successfully fulfil the set objectives. Based on the achievements already gained, the congress will lay the foundation for the provincial political system to enter a new stage of development – a period of transformation, deeper integration, and strong growth in industry, high-tech agriculture, modern services, and smart urban development.

Le Thi Ngoc Loan, Member of the Provincial Party Committee and Director of the Department of Culture, Sports and Tourism, stated: “Ahead of the 1st Dong Nai Provincial Party Congress, localities across the province are promoting emulation movements, creating an atmosphere of unity and joy. Communication activities have been strengthened across mass media with diverse and lively content, helping people better understand the meaning and importance of the congress. When walking along the main streets of the ward and seeing the billboards and banners promoting the 1st Dong Nai Provincial Party Congress, for the 2025–2030 tenure, I can clearly feel the cheerful and joyful atmosphere. This is not only a significant political event of the province but also reflects the people's trust and expectations for development in the new tenure.
