The commune has focused on mobilizing resources and encouraging residents and businesses to join hands in building new-style rural areas. To date, it has completed documentation for all 47 criteria for submission to the city for evaluation, with five criteria having been officially recognized.

Building on local strengths

Thong Nhat Commune has significant advantages in implementing the new-style rural development program for 2026–2030, having been formed through the merger of communes that had achieved advanced or model new-style rural development standards in the previous phase. This provides a solid foundation for the locality to build on and further improve the quality of its achievements in the new period.

The commune has stepped up efforts to mobilize resources and encourage residents and businesses to contribute to new-style rural development. Regular working sessions have been held to accelerate implementation and promptly resolve difficulties in meeting the program’s criteria.

These efforts have produced notable results, including the development and expansion of flower-lined roads that are bright, green, clean, and beautiful. The commune also records high rates of household participation in health insurance, use of centralized clean water supplies and waste sorting at source. A number of effective community initiatives have been expanded, including women-led community healthcare, the “Three Goods” model, campaigns promoting successful farming and business, digital farming initiatives, and programs aimed at building peaceful and happy Catholic communities.

The locality encourages farmers to apply scientific and technological advances to production, shift to higher-value crops and livestock, and adopt clean agricultural practices to increase product value sustainably. It also promotes stronger linkages between agricultural production and product distribution. The most important goal of new-style rural development is to continuously improve residents’ material living standards and quality of life.

Pham Thi Hong, a resident of Tan Lap Hamlet, said her family had lived in the area for more than 40 years. “Our neighborhood’s model roads have been maintained for many years. Households here have developed a habit of keeping their homes and surrounding lanes clean and working together to ensure that local roads remain bright, green, clean, and beautiful,” she said.

Sharing the same view, Nguyen Huy Hoang, Deputy Head of Tan Lap Hamlet, noted that long-established residents enjoyed close-knit relationships and a strong sense of community. Residents have also come up with creative ways to contribute to new-style rural development. Along the roads in residential areas, they have worked together to install concrete slabs over drainage ditches and build flower planters above the drainage system. Along one model road alone, residents themselves built 72 planters. From casting the concrete drainage covers and constructing the planters to planting trees and maintaining green spaces, residents carried out all the work themselves. Streetlights have also been installed to make travel safer and more convenient. Many residents have developed considerable skills in growing and pruning ornamental plants, sharing their experience and working together to keep the neighborhood clean and attractive.

Mobilizing and effectively using resources

Alongside its achievements in new-style rural development, Thong Nhat Commune has maintained stable economic growth. Local authorities have taken decisive action in directing and implementing policies, focusing on economic, cultural and social development, digital transformation and improvements to public services.

Budget collection has been a priority since the beginning of the year, with particular emphasis on tapping sources with revenue potential while minimizing tax evasion and outstanding tax debts. By the end of August 2026, the commune’s total state budget revenue had reached nearly VND369.9 billion, equivalent to 120% of its target. Thong Nhat is expected to achieve its assigned double-digit economic growth target for 2026.

The commune has also effectively implemented a “Friendly Government” model for receiving residents and processing administrative procedures. During the first nine months of 2026, local authorities received more than 6,800 applications and processed approximately 6,660, achieving a reported settlement rate of 98.97%.

The locality has also provided timely assistance to families entitled to social policy benefits, low-income residents and households facing hardship during holidays, the Lunar New Year and commemorative occasions. Political security and public order have been maintained, with authorities remaining prepared to respond to emerging situations. Mass mobilization efforts have also delivered positive results, while the commune’s Vietnam Fatherland Front Committee and mass organizations have implemented practical, effective grassroots initiatives, helping strengthen public trust and consensus in the local Party committee and authorities.

The commune has further improved primary healthcare services, including medical examinations and the provision of medicines covered by health insurance at the commune health station. Disease outbreaks have been kept under control. Proactive spraying has been implemented to prevent infectious diseases from spreading, alongside the continued delivery of healthcare services and national health programs.

Trinh Van Truong, Secretary of the Thong Nhat Commune Party Committee, Chairman of the Commune People’s Council, emphasized that new-style rural development was not solely the responsibility of local government, but an important political task requiring the involvement of the entire political system and the consensus of residents. The commune is committed to mobilizing and using resources effectively. This includes making effective use of State resources, which play a guiding role and provide investment for essential infrastructure, while contributions from residents, businesses and the wider community are equally important. The locality’s guiding principle is to ensure openness and transparency and promote grassroots democracy, enabling residents to be informed, consulted and involved in decision-making, while sharing in the benefits generated by the new-style rural development program.
