Increasing funding for key projects

In an effort to improve the efficiency of public investment spending, Dong Nai City has recently reviewed, delayed, or suspended projects that faced obstacles or were considered less urgent, while increasing capital allocation for essential and strategic projects.

Nearly VND274 billion added for land clearance

The Ho Chi Minh City Ring Road 4 project runs through Dong Nai City, Ho Chi Minh City, and Tay Ninh Province. The section passing through Dong Nai is more than 46 kilometers long.

The route serves as a strategic transport corridor connecting the Southeast region with the Mekong Delta and Central Highlands. It will facilitate the movement of goods from industrial zones and urban areas to seaports and airports, and vice versa. The route will also connect urban areas and industrial zones within the region, strengthen regional links, and promote socio-economic development in the Southern Key Economic Region.

Under an investment policy approved by the National Assembly, the Ho Chi Minh City’s Ring Road 4 section through Dong Nai has been divided into two component projects, including Component Project 1-2 for compensation, support, resettlement, and construction of collector roads and side roads using local budget capital; and Component Project 2-2: Construction of the main expressway section under a public-private partnership (PPP) model.

According to Nguyen Van Ut, Deputy Secretary of the City Party Committee, Chairman of the Dong Nai City People's Committee, Ring Road 4 is a nationally significant infrastructure project. “For Dong Nai, this project is extremely important because it not only improves transport connectivity but also opens up new development spaces for the locality,” he said.

Reflecting its importance, the Dong Nai City People's Committee issued the sixth adjustment to the 2026 public investment plan on May 26. Under the revised plan, Component Project 1-2 of Ring Road 4 received nearly VND274 billion in additional funding for land acquisition and site clearance activities. Following the adjustment, total planned capital allocation for Component Project 1-2 in 2026 rose to more than VND3.5 trillion.

Besides Component Project 1-2 of Ho Chi Minh City’s Ring Road 4, ten additional projects received supplementary funding during the latest adjustment round in late May, with total additional allocations exceeding VND52 billion. These projects cover sectors including transportation, education and vocational training, culture, water supply, and drainage infrastructure.

Improving public investment efficiency

In recent times, to achieve over 95% disbursement of public investment capital as well as improve capital utilization efficiency, the City People's Committee has directed the Department of Finance to coordinate with relevant units to review and evaluate the feasibility and urgency of public investment projects to propose capital allocation adjustments to achieve high efficiency and avoid widespread investment.

Projects are evaluated by priority level for capital allocation and implementation. Specifically, Level 1 covers nationally important projects, key works in the field of public investment, and projects under the Resolution of the 1st Provincial Party Congress (now the City Party Committee).

Level 2 covers projects in key sectors under the Government's direction, including science, technology, digital transformation, medical facilities, and schools, as well as regional linkage projects and projects with a major impact on the city's socio-economic development in the 2026-2030 period.

Level 3 covers projects aligned with planning but not under Level 1 or Level 2. For Level 3 projects that have already been allocated capital plans for 2026, the Department of Finance has proposed suspending, extending, or delaying the capital allocation schedule to concentrate investment resources on the city's key projects.

According to the Department of Finance, by the end of April 2026, Dong Nai still had 106 projects whose implementation had been delayed or suspended in order to prioritize more urgent investments.

According to the Department of Finance, as of the end of May 2026, Dong Nai City had made 6 supplementary allocations and adjustments to the 2026 public investment plan.

At a late April 2025 meeting reviewing progress on public investment disbursements, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Ut instructed the Department of Finance to continue reviewing and proposing cuts or temporary suspensions of projects in accordance with government requirements. These include ongoing projects with limited socio-economic effectiveness, projects without completed land clearance, and projects lacking construction materials. “All funding resources must be prioritized for central- and city-level major projects,” Chairman of the City People's Committee Nguyen Van Ut emphasized.
