This is one of the requests from the Ministry of Construction in a document sent to relevant localities and units regarding the urgent completion of component projects under Phase 1 of the Bien Hoa - Vung Tau Expressway Project.

Accordingly, for Component Projects 2 and 3, which together span over 37km of the Bien Hoa - Vung Tau expressway, the Ministry has requested the People’s Committee of Ho Chi Minh City and Project Management Board 85 to direct contractors and relevant units to mobilize resources and complete construction packages under component projects on schedule. At the same time, they are also asked to urgently coordinate with relevant agencies such as the Department for Roads of Vietnam and the Traffic Police Department to finalize acceptance procedures and traffic organization plans before conducting project acceptance and submitting reports to the State Council for Pre-Acceptance Test of Construction Works, paving the way for the main expressway route to be operational by the end of March 2026.
For Component project 1, which is over 16km long, the Ministry of Construction has requested the People’s Committee of Dong Nai Province to require the investor to drastically direct contractors to develop detailed construction plans for the remaining work and mobilize sufficient resources, including machinery, materials and financing, to ensure completion and put the main route into operation in Quarter 2 of 2026. The province has also been urged to take actions against contractors that fail to meet progress requirements.
The Ministry of Construction also requested the Project Management Boards to urgently complete procedures to implement the intelligent traffic management system, toll stations, and vehicle load control facilities of the project, completing them synchronously with other project items, without affecting the operation of the component projects.
For the Long Thanh interchange under Component project 2, the Bien Hoa - Vung Tau expressway, the Ministry of Construction has requested the Airports Corporation of Vietnam (ACV) to seriously direct contractors to carry out procedures to put into operation the T2 connection route (2 ramps connecting the Long Thanh interchange and the parallel section from the Long Thanh interchange to the Long Thanh International Airport interchange) synchronously with Component project 2. ACV has also been asked to coordinate with Project Management Board 85 to agree on adjusting the location and scope of expressway fence installation to suit the current situation, ensure both safety during operation and the completion of construction before March 30, 2026.
Vietnam Expressway Corporation (VEC) and Project Management Board 85, based on the completion progress of the projects, shall build and agree on a temporary toll collection plan consistent with the approved temporary traffic operation plan, to avoid loss and waste. During the temporary operation phase of the main route of Component projects 2 and 3, VEC and Project Management Board 85 are tasked with researching and considering the traffic organization plan at the Long Thanh interchange to allow vehicles to access the expressway from National Highway 51 via the Bung Mon bridge collector road towards Vung Tau while arranging one toll-free lane at the National Highway 51 interchange toll station of the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
