NA Chairman Tran Thanh Man launches Huong Lo 2 project connecting Ho Chi Minh City – Long Thanh – Dau Giay Expressway

On the morning of March 5, Politburo member and National Assembly (NA) Chairman Tran Thanh Man attended the launch ceremony of Component Project 1 of Huong Lo 2 Road, which connects National Highway 51 with the Ho Chi Minh City – Long Thanh – Dau Giay Expressway.

Provincial leaders attending the ceremony included Member of the Party Central Committee, Secretary of the Provincial Party Committee (PPC) and Head of the Provincial Delegation of NA deputies Vu Hong Van; Member of the Party Central Committee, Standing Deputy Secretary of the PPC and Chairwoman of the Provincial People’s Council Ton Ngoc Hanh; Deputy Secretary of the PPC and Chairman of the Provincial People’s Committee Nguyen Van Ut; Deputy Secretary of the PPC Vo Tan Duc; Deputy Secretary of the PPC and Chairwoman of the Provincial Vietnam Fatherland Front (VFF) Committee Huynh Thi Hang; Deputy Secretary of the PPC and Head of the PPC’s Organization Commission Thai Bao, members of the Provincial Party Standing Committee as well as leaders of provincial departments and sectors.

Huong Lo 2 is one of Dong Nai’s key urban infrastructure projects, playing an important role in completing the urban transport network. The investment in the route is expected to help form a major transport axis linking urban areas along the Dong Nai River, contributing to modern infrastructure development and urban expansion.

Once completed, the route will open a new traffic corridor, helping to reduce pressure on National Highway 51, particularly the section from Vung Tau Intersection to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway. At the same time, it is expected to create momentum for socio-economic development, trade, services and tourism, while improving residents’ quality of life and the urban landscape of the provincial center.

The project investment policy was approved by the Dong Nai Provincial People’s Council under Resolution No. 37/NQ-HDND dated November 10, 2025. The route has a total length of more than 9.4km, designed with eight traffic lanes and a right-of-way of 60 meters, with a total investment of nearly 5.9 trillion VND. The project is implemented through two component projects. Component Project 1, covering compensation, support and resettlement, has a total investment of over 573 billion VND from public investment funds, involving the recovery of more than 55 hectares of land. Meanwhile, Component Project 2 focuses on construction of the Huong Lo 2 road itself, with an investment of over 5.3 trillion VND, implemented under the public–private partnership (PPP) model.

Speaking at the ceremony, Deputy Secretary of the PPC and Chairman of the Provincial People’s Committee Nguyen Van Ut noted that Resolution No. 01 of the Dong Nai Provincial Party Committee clearly identifies the mobilization of all available resources for infrastructure development, with priority given to urban transport infrastructure and regional connectivity. This is regarded as a key driving force for economic growth, urban renewal and improvement of people’s living standards.

The Huong Lo 2 construction project is a concrete example of putting the Party’s resolutions into practice. The launch of the project reflects the leadership and direction of the Provincial Party Committee and the Provincial People’s Council, the drastic management of the Provincial People’s Committee, and the efforts and responsibilities of relevant departments, localities, investors and related units throughout the preparation process.

To ensure the project is implemented on schedule, with quality and efficiency, Chairman of the Provincial People’s Committee Nguyen Van Ut assigned the Provincial Land Fund Development Center and authorities of Long Hung ward, Tam Phuoc ward and An Phuoc commune to mobilize maximum human resources to carry out compensation, support and resettlement work in line with the approved timeline. The goal is to complete the handover of the entire site by September 2, 2026. At the same time, authorities are required to fully and promptly implement compensation, support and resettlement policies for affected residents. Public outreach and consensus-building among residents will play a decisive role in the success of land clearance work.

“The units must strive to achieve the best possible results and make the Huong Lo 2 compensation project a model project for 2026, thereby creating momentum for other key transport infrastructure projects, ensuring that site clearance does not become a bottleneck in basic construction in the coming period,” Chairman of the Provincial People’s Committee Nguyen Van Ut emphasized.

Chairman of the Provincial People’s Committee Nguyen Van Ut also expressed his hope that residents in the project area will continue to show consensus, support and cooperation with construction units for the shared goal of the province’s development.
