In recent years, banks across Dong Nai have stepped up linkages and emulation movements to enhance operational efficiency, thereby creating fresh momentum for growth in the new context.

The banking sector in Dong Nai has placed strong emphasis on programs that connect banks with residents and businesses, aiming to effectively implement policies, strengthen communication, and promote dialogue with enterprises. At the same time, inter-sectoral cooperation has been reinforced to roll out credit programs, particularly priority lending packages.
Strengthening connectivity efficiency
Nguyen Duc Toan, Director of BIDV Dong Nai, said the branch is focusing on three key solutions to strengthen bank-business connectivity and improve lending efficiency in priority sectors, including production, business, import-export, and small and medium-sized enterprises in the locality. These include proactively connecting with and accompanying local authorities and the local business community; implementing and optimizing the effectiveness of priority credit packages; and stepping up digitalization, streamlining procedures, improving credit quality, and strengthening risk control.
Meanwhile, in January 2026, Agribank branches in Dong Nai signed an inter-sectoral cooperation agreement with the Provincial Farmers’ Union and Provincial Women’s Union on credit policies serving agriculture, rural areas, and farmers under Government Decrees No. 55/2015/ND-CP and No. 156/2025/ND-CP on credit policies for agricultural and rural development.
According to Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam’s Region 2 branch, in the coming time, banks under Emulation Cluster No. 10 are expected to continue promoting emulation movements to meet assigned targets, while better meeting the demand for capital and banking services of enterprises, business households, and cooperatives, thus contributing to local economic growth.
Under the agreement, participating parties will regularly exchange information, share experiences, and coordinate closely in implementing credit programs at grassroots units, in line with each organization’s operational model. This endeavor is expected to enhance the effectiveness of credit programs for agricultural and rural development, while facilitating access to loans for individuals, particularly members of farmers’ and women’s unions, to expand production, business, and consumption.
In addition, the Dong Nai Branch of the Vietnam Bank for Social Policies (VBSP Dong Nai) has signed entrusted lending agreements with local socio-political organizations to provide loans for poor households and other policy beneficiaries.
Le Ba Chuyen, Director of VBSP Dong Nai, emphasized that the bank will continue coordinating with entrusted organizations and local authorities to improve service quality in policy credit activities, thereby contributing to sustainable poverty reduction, new rural development, and social security in the province.
Promoting emulation movements
Emulation Cluster No. 10 comprises 20 member units, including local branches of major state-owned commercial banks such as Agribank, BIDV, Vietcombank, VietinBank, and the VBSP.
In 2025, the cluster’s average capital mobilization exceeded VND 251.2 trillion, accounting for more than 61.5% of the total capital mobilized by bank branches across the province. Outstanding loans of the 20 units exceeded VND 304.2 trillion, accounting for more than 62.6% of the total outstanding loans of bank branches in the province. Credit quality was consistently given close attention, strictly monitored, and controlled. During 2025, member units in the cluster contributed nearly VND 26.8 billion to social funds and charitable programs. In particular, units in Emulation Cluster No. 10 consistently and seriously implemented emulation movements launched by the Government, the banking sector, the system, and Dong Nai province.
According to the South Dong Nai branch of Agribank, the branch has focused on ensuring that credit growth is directed toward real production and business activities, thereby directly serving local economic development. The branch has concentrated on expanding credit to manufacturing enterprises, supporting industries, logistics, trade, and services linked to supply chains in the areas of Long Thanh, Nhon Trach, and Bien Hoa; individual customers and production and business households with lawful capital needs serving production and essential living purposes; and agricultural and rural customers, farm economy operators, livestock breeders, and crop growers with potential for sustainable development.
Nguyen Trong Thang, Director of Agribank Dong Nai Branch and Head of Emulation Cluster No. 10, stressed that in 2026, member units will proactively develop emulation plans aligned with their professional tasks and business targets. Priority will be given to improving credit quality, expanding modern banking services, promoting innovation in management and operations, and enhancing customer service quality, thereby facilitating easier access to banking services for both residents and enterprises.
