Dong Nai to commence construction of Ho Chi Minh City’s Ring Road 4 in June 2026

On March 17, Deputy Secretary of the Provincial Party Committee, Chairman of Dong Nai Provincial People's Committee Nguyen Van Ut chaired a working session with relevant agencies and localities to hear a report on preparations for land acquisition, compensation, support, and site clearance for the section of Ho Chi Minh City’s Ring Road 4 project passing through the province. The section of Ho Chi Minh City’s Ring Road 4 running through Dong Nai stretches over 46 kilometers and has a total investment exceeding VND 26 trillion. The project is divided into two component projects, including: Component project 1-2, compensation, support, resettlement, and construction of frontage and service roads, with investment of over VND 10 trillion funded by the local budget; Component project 2-2, construction of the main route, with investment of more than VND 16.2 trillion, implemented under a public-private partnership (PPP) model.

On March 16, the Provincial People's Committee issued a decision approving Component project 1-2. Under the decision, the total land area to be acquired for the section of the Ho Chi Minh City’s Ring Road 4 project passing through the province is more than 443 hectares, while about 1,119 households are expected to be resettled.

According to the Provincial Investment and Construction Project Management Board, by March 20, the unit is expected to hand over the cadastral maps and land acquisition boundary markers in the nine communes through which the project passes to the Provincial Land Fund Development Center. For Component Project 2-2, the project is expected to be submitted for appraisal before April 7.

As required by the Provincial People's Committee, the target for this project is for relevant units to complete 70% of the site area by the end of June 2026, so construction can begin. By September 2026, 90% of the site area must be handed over, with the entire project site to be handed over by 2026.

Delivering the concluding remarks at the working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut emphasized that the Ho Chi Minh City’s Ring Road 4 project is a nationally significant project approved by the National Assembly under special mechanisms to accelerate implementation. “As early as June 2026, construction of the service road component must begin,” he stressed, calling for all units to expedite procedures and coordinate closely to avoid delays.

Chairman of the Provincial People's Committee Nguyen Van Ut assigned the Provincial Investment and Construction Project Management Board to take full responsibility for the project's progress. Units must coordinate closely when carrying out work, avoiding situations where "everyone works independently," which can affect the project's overall progress.
