By 2030, Dong Nai aims to meet the standards of a centrally run city, develop in a civilized, modern, sustainable, and high-growth direction, and surpass the high-income threshold while ranking among Vietnam's leading provinces and cities. To achieve this goal, in the adjustment of Dong Nai provincial planning for the 2021-2030 period, with a vision to 2050, the province has identified four breakthrough areas to accelerate development: strategic orientation, infrastructure, urban areas and tourism, and human resources.

Accordingly, Dong Nai will plan and develop its areas in a sustainable direction, with a good living environment that attracts experts, scientists, and highly qualified human resources to live and work. Regarding infrastructure, the province will effectively exploit Long Thanh International Airport in conjunction with the airport urban model. It will complete the framework connecting the province, region, inter-region, and internationally within the province. It will complete a synchronous, modern, smart infrastructure system that adapts to climate change and promotes urban development associated with transit-oriented development (TOD). Regarding urban areas and tourism, the province will implement high-class urban, tourism, and resort service projects along rivers, mountains, and lakes. In particular, the province will invite domestic and foreign enterprises to invest in urban - tourism - service areas adjacent to Long Thanh Airport; the Chua Chan Mountain and Nui Le Lake Urban Tourism Area, Nui Le lake; the Suoi Giai Lake Urban Tourism Area; the Ba Ra Mountain - Thac Mo Urban Tourism Area; and the chain of urban areas along the Dong Nai River.
In socio-economic development, human resources play a very important role, and the province will establish large-scale university education and training complexes in the Long Thanh, Nhon Trach, Long Khanh, and Dong Xoai urban areas. It will promote training, improve capacity, and attract, retain, and utilize a team of experts, scientists, and highly qualified human resources. At the same time, it will build a team of cadres, civil servants, and public employees to meet task requirements.
According to experts, if these four breakthroughs are implemented effectively, they will help the province "accelerate" in the coming years. Thus, the province can easily achieve annual double-digit growth and become a centrally run city.
Currently, Dong Nai has the fourth-largest economy in the country. With its existing potential and advantages from strategic infrastructure projects such as Long Thanh International Airport and the Ho Chi Minh City - Long Thanh - Dau Giay, Ben Luc - Long Thanh, Dau Giay - Phan Thiet, and Bien Hoa - Vung Tau expressways, the province has opened up major room for development, strengthening connectivity with the Southeast region and the country as a whole.
In the new context, Dong Nai's clear identification of four breakthrough areas to focus resources on is an important and necessary step. Because with a clearly defined development strategy, the province will have a stronger foundation to accelerate in the coming years. Dong Nai also determines that in socio-economic development, the people are always at the center, aiming to build a modern, civilized living space where every citizen enjoys increasingly better services and amenities.
However, in implementing these breakthroughs, close coordination across all levels, sectors, and localities is crucial to achieving the goals and orientations quickly and effectively. In particular, it is necessary to mobilize substantial domestic and foreign resources to implement works and projects across various fields, thereby promoting economic growth and improving residents' living standards in the province.
