Accelerating progress of key projects

Key projects currently under construction have been requested to accelerate their progress for early completion and operation, creating a leverage to promote socio-economic development.

Some projects lag behind schedule

The Cai Riverside Road Project (section from Ha Huy Giap Street to Tran Quoc Toan Street) is one of Dong Nai province's key projects implemented in Tran Bien and Tam Hiep wards.

For the construction part, the project has 2 main items: building 5 bridges on the route and building the road section. At the end of 2023, the construction package for 5 bridges on the Cai Riverside Road was started. The construction of the road section has not yet been implemented because the handed-over land area fails to meet the requirements to proceed with the selection of construction contractors.

Therefore, in September 2025, Dong Nai province set a target that by the end of 2025, relevant units must complete the handover of at least 30% of the land area to start construction of the road section of the Cai Riverside Road Project. However, at the end of 2025, this goal could not be achieved.

According to the Department of Finance, 13 key projects and works using budget capital in the province have a total allocated capital of more than 53.6 trillion VND.

According to the Provincial Investment and Construction Project Management Board, for the Cai Riverside Road Project, with the construction package of 5 bridges and access roads on the route, the total construction value reached about 64% of the signed contract. For the construction of the road section, at the end of 2025, the handed-over land area was only about 2.4 hectares, reaching 18% of the total land area required for handover, which failed to meet the conditions to proceed with selecting construction contractors.

Component Project 1, Bien Hoa - Vung Tau Expressway Project is about 16km long, passing through the wards and communes of Phuoc Tan, Tam Phuoc, Binh An, Long Thanh, Dong Nai province. According to the plan, this project was supposed to be completed and technically opened to traffic in December 2025, but due to many reasons, the project's construction progress was delayed. The plan for the project to be technically opened to traffic in December 2025 could not be achieved.

According to Tran Anh Tu, Deputy Director of the Department of Finance, there are currently 29 works, projects, planning tasks, and related schemes in the province that are listed among key projects. These include 13 works and projects using public investment capital; 6 works and projects implemented under the public-private partnership (PPP) model; 10 works and projects using non-budget capital and other schemes and plans.

Among the 13 key projects using public investment capital, 8 are currently under construction. According to a general assessment, these projects have been decisively directed and implemented, showing many positive changes recently. However, overall, the progress of project implementation is still slow and has not met the set requirements.

Accelerating construction

At the meeting of the Steering Committee for the implementation of key projects in the province at the end of December 2025, Ho Van Nam, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Tran Bien ward, said: In the ward, a very large number of key projects had undergone site clearance recently. After completing this work for some projects, Tran Bien ward is focusing decisively on accelerating the progress of site clearance for the Cai Riverside Road Project.

According to Ho Van Nam, in terms of scale, the Cai Riverside Road Project affects more than 400 households. The locality is coordinating with the Bien Hoa branch of the Provincial Land Fund Development Center to focus on approving compensation and support dossiers, and considering resettlement for households.

Also at this meeting, Deputy Secretary of the Provincial Party Committee Vo Tan Duc emphasized: The biggest obstacle affecting the progress of key projects is site clearance. Localities and relevant units must coordinate closely, accelerate the progress of site clearance.

For projects that have basically completed site clearance such as: Component Project 3, Ho Chi Minh City’s Ring Road 3 Project; Component Project 1, Bien Hoa - Vung Tau Expressway Project, the investor must require contractors to intensify construction in "3 shifts, 4 crews", "working day and night" to accelerate the completion of the projects. "Component Project 1, Bien Hoa - Vung Tau Expressway Project has resolved difficulties regarding site and construction materials, so contractors must speed up construction progress. More efforts are expected for the project to be opened to traffic before the Lunar New Year 2026" - Deputy Secretary of the Provincial Party Committee Vo Tan Duc requested.

Regarding Component Project 1, Bien Hoa - Vung Tau Expressway Project, at the end of December 2025, the Provincial People's Committee sent a document to relevant departments, agencies, and units regarding the implementation of the Government Office's announcement on the conclusion of Prime Minister Pham Minh Chinh at the 22nd meeting of the National Steering Committee for national key works and projects of the transportation sector and the inspection of the progress of Long Thanh International Airport Project Phase 1 and connecting traffic routes.

Accordingly, the Chairman of the Provincial People's Committee requested the Provincial Investment and Construction Project Management Board to urgently implement the project, ensuring technical traffic opening of the project before January 15, 2026, and putting the Bien Hoa - Vung Tau expressway into use before the Lunar New Year 2026.
