As a key locality for economic development, Dong Nai offers numerous favorable conditions for the business community and entrepreneurs, particularly within the private sector, to invest in production and business activities. Across the province, a growing number of private enterprises are emerging and advancing in both scale and quality, enabling their products and goods to secure a strong position in the domestic market and expand into international markets.

Along with the enterprises’ own efforts, the Dong Nai provincial government has issued and implemented numerous solutions to accompany, support, and create favorable conditions for the business community, helping enterprises operate with confidence and contribute to the province’s overall development.
Efforts to build and affirm brands
Tuong Lai Co., Ltd. (in Long Thanh commune) is honored to be one of 25 enterprises in the group of companies belonging to the supporting industries supply chain developed by the Ministry of Industry and Trade over recent years. The company is also one of the few exemplary enterprises in the supporting industry sector to host numerous business delegations for exchanges, learning, and sharing production experience.
According to Truong Quoc Cuong, Director of Tuong Lai Co., Ltd., partnering with major corporations and entering supply chains is no easy task. After decades of effort, his business has grown from a small family workshop into a medium-scale manufacturer of technical plastic and rubber products for the motorcycle and automobile industries. Hundreds of billions of VND have been invested in upgrading equipment and machinery. The company has also adopted advanced management practices, with particular attention to clean production processes, which has increasingly attracted cooperation from both domestic partners and foreign direct investment (FDI) enterprises.
Similarly, Dai Hoang Kim Automation Machinery Manufacturing Joint Stock Company (located in Binh Tan commune) is one of the few enterprises in Vietnam that independently designs, manufactures, and distributes some of the country’s most advanced cashew nut splitting machine systems. The company has invested in more than 100 modern machines and pieces of equipment to produce and assemble systems for cutting and separating hard cashew shells. It also manufactures eight-blade splitting heads with a capacity of 1 to 1.2 tons per eight-hour shift, along with a machine line that can be equipped with up to four splitting heads.
Vu Thi Ngoc Diem, General Director of Dai Hoang Kim Automation Machinery Manufacturing Joint Stock Company, shared that recent support policies have created confidence for enterprises to invest for the long term and proactively expand production and business activities. In 2026, the company will continue to leverage its potential and strengths in mechanical engineering and machinery manufacturing, focusing on research, design, and fabrication of new product lines to meet increasingly high market requirements. The company will also expand into several other fields, such as steel structure manufacturing and industrial factory construction.
From the perspective of representing the business community, Dang Van Diem, Chairman of the Dong Nai Business Federation, said that surveys indicate the most pressing needs for enterprises include access to land and production space, green credit capital flows, and support for integration into production supply chains. The business community expects the authorities to continue improving the business environment and creating favorable conditions for enterprise development.
According to Diem, with Resolution 68-NQ/TW dated May 4, 2025, issued by the Politburo, the role of the private economy has been identified for the first time as the most crucial driving force for development. In recent times, to implement this resolution, various policy programs and activities by the government, ministries, sectors, and localities have been introduced to affirm and promote the development of the private economy. This reality presents both opportunities and challenges, requiring the business community to be proactive in seizing opportunities and striving for growth.
Dong Nai’s future objective is to establish and rapidly develop large and medium-sized enterprises, as well as private economic groups of regional and global scale. Preferential policies will be introduced to encourage the private sector to participate alongside the State in strategic sectors, key projects, and nationally crucial scientific research tasks. At the same time, resources will be allocated, mobilized, and integrated to contribute to the Program for Developing Exemplary and Pioneer Enterprises and the Go Global programme, which aims to expand into international markets, in accordance with specific sectors and areas of management.
Government accompanying enterprises
Dong Nai currently has more than 105,000 enterprises and affiliated units, making significant contributions to the growth of GRDP, export turnover, the state budget, and job creation. The private economic sector is increasingly asserting its pioneering role in innovation and integration. Despite many bright spots in the enterprise landscape, the province still faces numerous challenges. Therefore, over many years, Dong Nai has issued guidelines and policies to promote the private economy and support small and medium-sized enterprises. In particular, the Provincial Party Committee issued Plan No. 23-KH/TU dated September 4, 2025, along with many policies to concretize the objectives of Resolution 68-NQ/TW on private economic development.
Accordingly, Dong Nai identifies the private economy as the most important driving force of the economy, and as a pioneering force in the development of science and technology, innovation, and digital transformation, contributing to the successful implementation of the objectives of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo, as well as the Party’s guidelines and policies.
Specific targets include establishing approximately 36,000 new enterprises in the province during the 2026–2030 period, with over 40 percent of these businesses engaging in innovation activities. The average annual growth rate of the private economy is projected to reach approximately 10–12 percent, contributing around 55–58 percent of the GRDP and roughly 35–40 percent of total state budget revenue, while creating jobs for approximately 84–85 percent of the workforce. Labor productivity is expected to grow at an average annual rate of 8.5–9.5 percent.
By 2045, the vision is for Dong Nai’s private economy to develop rapidly, robustly, and sustainably, with technological autonomy and a vital role, accounting for at least 40 percent of the province’s eco-industrial technology ecosystem, and possessing high competitiveness both regionally and internationally.
Nguyen Kim Long, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People's Committee, affirmed that the private sector plays a crucial role and serves as a key driver of both local and national development. Currently, the role of the private economy has been elevated alongside other domestic economic sectors, including the collective economy and the foreign-invested economy. Dong Nai remains committed to its principle of a government that supports enterprises, continuing its efforts to improve the investment environment and attract capital to the province.
Grounded in practical realities, the province offers maximum support for enterprise development and is prepared to address the difficulties and challenges that businesses may encounter. The province also hopes that representatives of business associations will contribute broad perspectives and comprehensively reflect emerging issues and obstacles. Sectoral associations are expected to convey the real-world concerns of the production and business community, thereby enabling departments and agencies to advise the Provincial People's Committee on appropriate solutions. They also serve as a conduit for delivering support policies to each specific enterprise.
Not only at the provincial level, but wards and communes also pay close attention to creating favorable conditions for enterprise development. In Trang Dai ward, Phan Quang Tuan, Secretary of the Ward Party Committee and Chairman of the Ward People’s Council, shared that the locality aims to develop the private economy as a driving force for growth. The ward currently has many household businesses with the potential to grow into enterprises, but in reality, many remain hesitant. Therefore, additional policies are needed to support legal and management knowledge, provide guidance on digital transformation, simplify administrative procedures, and clarify support policies so that people can perceive tangible benefits and be motivated to transition to enterprise models.
Similarly, Chon Thanh ward has the largest scale of industrial development in the northern region of Dong Nai province, with many enterprises currently in operation. Nguyen Minh Binh, Secretary of the Ward Party Committee, stated that the ward has focused on site clearance and the construction of power infrastructure to facilitate the construction of factories by enterprises, as well as developing roads to connect administrative areas with industrial zones. Additionally, the ward has maintained security and public order to ensure smooth business and trading activities. In addition, administrative procedure reform has been a priority, with regular exchanges to stay informed of developments and promptly address difficulties faced by enterprises. At the same time, the ward aims to foster a healthy competitive environment, accelerate the establishment of new enterprises, and promote innovation activities within businesses.
According to Plan No. 23-KH/TU of the Provincial Party Committee, by 2030, Dong Nai will reduce administrative procedure processing time by at least 30 percent, legal compliance costs by at least 30 percent, and business conditions by at least 30 percent, with continued significant reductions in the following years. The province aims for its level of technology, innovation, and digital transformation capacity to be among the top 10 in the nation.
