According to the Department of Construction, following the Prime Minister's approval of the Long Thanh Urban Master Plan through 2045 in February 2024, Dong Nai Province launched an international competition for urban planning concepts for Long Thanh International Airport and its surrounding areas. The competition attracted numerous international consultancies and top-tier experts, generating breakthrough ideas for the Long Thanh Urban Master Plan.
The province is currently finalizing the master plan based on the winning concepts, which envision Long Thanh developed under a “Twin City” model, closely linked with Ho Chi Minh City to form a globally competitive urban region. Centered around the airport as the core growth driver, the plan aims to build Long Thanh into a modern, green, smart, and eco-friendly aerotropolis of international standard, positioning it as a new gateway for trade and connectivity in Asia. The master plan aims to elevate Long Thanh Airport City to Class II city status by 2030, with the population of the Long Thanh Aerotropolis projected to exceed 1.5 million by 2045.
The plan also incorporates a transit-oriented development (TOD) model, leveraging the advantages of Long Thanh Airport along with the expressway, railway, and metro networks.
To fully capitalize on the potential of Long Thanh Airport, Dong Nai Province has defined a clear development direction for Long Thanh, following an airport city (aerotropolis) model spanning more than 43,000 hectares, organized into five distinct zones: the airport central area, serving as the “heart” of the urban and handling massive flows of passengers and cargo; the core urban zone, with financial towers, banks, and five-star hotels catering to the global professional community; a high-tech industrial belt designed to attract investment in emerging sectors such as semiconductors, pharmaceuticals, and green technology; a multimodal logistics zone; and an eco-tourism and resort zone that highlights the natural beauty of the Dong Nai River along with Cau Moi Lake and Da Vang Lake.

Speaking at the working session, Deputy Secretary of the Dong Nai Provincial Party Committee Vo Tan Duc emphasized that the Long Thanh Urban Master Plan through 2045 is a critically important planning project for both Dong Nai Province and the country as a whole. Therefore, the preparation, submission for appraisal, and approval processes must be accelerated to establish a foundation for attracting investment.
Deputy Secretary Vo Tan Duc also requested the Department of Construction to promptly establish a dedicated task force to expedite the drafting and submission for appraisal of the master plan. Localities within the planning area should take the initiative to review projects within their jurisdictions. For small-scale or slow-moving projects, relevant units should propose solutions to address them, thereby avoiding fragmented and uncoordinated development.
