Dong Nai accelerates site clearance for inter-port road project

In September 2025, the Inter-Port Road Construction Investment Project, phase 1 was launched in Dai Phuoc commune, Dong Nai province. The project has a length of nearly 9km, with the starting point at Ong Mai canal and the end point connecting to the road leading to Viet Thuan Thanh Port. Along with the construction implementation, site clearance and compensation are being accelerated. The project's implementation has received special attention from the public.

The Inter-Port Road Construction Project serves as a prerequisite for the investment, construction, and formation of the Dong Nai Port area (Dong Nai River) and Phu Huu Port area (Dong Nai River section and Long Tau - Nha Be River section) according to the plan. The project is built to connect the port system by road, enhance the operational capacity of the ports, and synchronously connect the transport infrastructure in the area.

Consensus on the project policy

The Inter-Port Road Construction Investment Project, phase 1, involves the acquisition of over 51 hectares of land, located in 5 hamlets of Dai Phuoc commune. More than 50% of the acquired land area is mainly in Cat Lai hamlet. Here, nearly 300 households are subject to site clearance. Among them, many households, despite having to completely clear their land and houses, have agreed to hand over the site early to the construction unit.

For Le Van Duong (residing in Cat Lai hamlet, Dai Phuoc commune), the opening of the inter-port road will change the appearance of the locality, and residents will also benefit from the project as land values increase. His family is subject to the acquisition of nearly 500 m2 of land and a solid multi-story house. All land and housing structures have been inventoried and valued at over 4.6 billion VND. Phuong said: "I think the state's compensation is reasonable. I only hope the project will be implemented quickly and that resettlement land will be provided for my family to move to a new place and stabilize their lives."

The intersection of Ly Thai To - Pham Van Dang roads in Cat Lai hamlet, Dai Phuoc commune, is a densely populated area. According to the design, this section will be built as a roundabout for the inter-port road. Most of the land, assets, materials, and architectural structures attached to the land will be completely cleared. To facilitate the project's implementation, the Dai Phuoc commune government coordinates with mass organizations to propagate and mobilize people to agree with the project's policy.

Previously, in 2021, the Dong Nai Provincial People's Committee implemented the investment policy for the Inter-Port Road Construction Investment Project, phase 1. Truong Binh Phong, Head of Cat Lai hamlet, said: "People have been informed about the road construction policy for many years, so there is high consensus on site clearance. There are only some questions about compensation for cases where parents gave land to children with handwritten papers, and land bought and sold with handwritten papers for co-ownership. Most households have requested quick resolution of compensation and reasonable resettlement consideration to stabilize their lives."

"During the compensation approval process, functional agencies faced many difficulties, as regulations on compensation for assets and crops have not been issued synchronously. The approval of compensation, support, and resettlement for households in the project area is still behind schedule. Currently, Dai Phuoc commune is coordinating with the Nhon Trach branch of the Land Development Center to continue appraising and approving compensation, support, and resettlement plans for the remaining 84 cases."

“Final sprint” for site clearance

The Inter-Port Road Construction Investment Project, phase 1, has a total investment of over 2,659 billion VND. Of which, the central budget accounts for about 2 trillion VND, and the remaining part is invested from the provincial budget. The project involves compensation for 551 cases. In early 2025, the former Nhon Trach District People's Committee implemented compensation for site clearance. As a result, two rounds of compensation, support, and resettlement plans have been approved for 467 cases, with a total compensation amount exceeding 490 billion VND. The remaining cases are currently being appraised by the Dai Phuoc Commune People's Committee for compensation plan approval.

In parallel with the compensation payment, the locality has also intensified propaganda and mobilization efforts to encourage people to hand over the land to the construction unit. Currently, 36.5 hectares of discontinuous, "leopard-skin" land have been handed over, achieving approximately 70%.

According to the design, the road will have an investment scale of 4-8 lanes, with 5 bridges, a traffic safety sign system, a drainage system, street lighting, and trees along the route. Currently, Dai Phong Infrastructure Construction Joint Stock Company is carrying out construction within a 700m section from Km10+700 to Km11+400 in Phuoc Luong Hamlet, Dai Phuoc Commune. Due to the discontinuous land handover and the fact that crops on the handed-over land have not yet been compensated, the construction unit faces many difficulties in coordinating equipment and machinery for the project.

Pham Anh Khoa, the technical officer in charge of the inter-port road project, stated: "The project is currently under construction, with work underway on the road foundation, stripping organic soil, excavating unsuitable soil, and treating weak ground. The bridge construction and treatment of weak ground are expected to take 18 months. In the coming time, we request the investor and Dai Phuoc Commune to accelerate compensation and land handover to ensure the project proceeds on schedule."

In 2025, the Project Management Board of Region 6 was allocated over 763 billion VND for the construction of the inter-port road project, phase 1. By mid-December, the project had disbursed over 99% of the capital plan.

The investment in building the inter-port road opens up great opportunities for trade and goods transportation, the formation of a modern riverside urban area, and creates momentum for socio-economic development in the area and neighboring regions. Additionally, the construction of the road contributes to realizing the Resolution of the Dai Phuoc Commune Party Committee on continuing to invest in infrastructure construction, creating a driving force for the commune to take off, and contributing to the overall development of Dong Nai province.
