As of now, despite the construction packages for 5 bridges and their approach roads having been underway for nearly 2 years, the construction site has not yet been fully handed over.
Nguyen Linh, Deputy Director of the Dong Nai Provincial Investment and Construction Project Management Board, stated: Currently, the construction site for the 5 bridges and approach roads is still facing obstacles, with 0.33ha of land not yet fully handed over.

Meanwhile, for the land serving the construction of the project's road section, the Dong Nai Provincial Investment and Construction Project Management Board has only received about 2.38 hectares out of a total of 13.2 hectares of land area. Thus, the handed-over land area only accounts for 18% of the totality required. Furthermore, some of the handed-over land areas are fragmented and not contiguous. Therefore, the construction package for the road section of the Cai Riverbank Road Project still does not meet the conditions for organizing bidding to select a construction contractor.
30% of contiguous land area required for project construction commencement
In September 2025, during an on-site inspection of the site clearance progress for the Cai Riverbank Road Project, Provincial Party Committee member, Vice Chairman of the provincial People's Committee Ho Van Ha assessed: This is a key project of the province, but the site clearance progress is slow. This not only affects the project's construction progress but also impacts the public investment disbursement progress of the province.

Also, in September 2025, the provincial People's Committee requested units in charge of site clearance to hand over 30% of the contiguous land area to start construction on the project's road section in November 2025.
According to the People's Committees of Tran Bien and Tam Hiep Wards, the project's site clearance is facing difficulties related to the arrangement of resettlement for households, the determination of financial obligations for some households using land originally allocated by the former Electro-Mechanical School to officials and employees, which has not yet been resolved, and the land area related to Go Me Agricultural Service and Production Cooperative.
Specifically, for Thong Nhat - Tan Mai Resettlement Area, one of the two resettlement areas designated for households in the project area, construction is not yet complete, so there is no land available for resettlement. Meanwhile, the Tam Hiep resettlement area has not yet had its subdivision drawings approved, so there is no legal basis to organize lot drawing for the approved households.
According to the Dong Nai Provincial Construction Investment Project Management Board, the adjusted capital plan allocated for the Cai Riverbank Road Project in 2025 is 57 billion VND. To date, over 22.6 billion VND has been disbursed, reaching nearly 40% of the capital plan.
To support localities in accelerating site clearance for the project, the Provincial People's Committee has agreed to assign additional staff to assist Tran Bien Ward and Tam Hiep Ward in carrying out procedures related to land acquisition, site clearance, and resettlement arrangements for households.
In mid-October 2025, the Provincial People's Committee continued to issue a document requesting departments, agencies, wards, and communes to urgently implement site clearance for this project. The Provincial People's Committee requested that, for the compensation and site clearance plan of the Cai Riverside Road Project, the goal of clearing 30% of contiguous land area must be achieved to commence construction of the road section in November 2025, and compensation and site clearance for the entire route must be completed in Quarter 1, 2026.
