According to a report from the Provincial Land Fund Development Center, Xuan Que - Song Nhan IP has completed 100 percent of its land inventory but has not been able to apply pricing or prepare compensation plans due to the absence of specific land valuations. Similarly, Bau Can - Tan Hiep Industrial Park also lacks official land prices, which are necessary to proceed with the next steps. Regarding Long Duc 3 Industrial Park, the Long Thanh branch of the Provincial Land Fund Development Center has transferred the compensation funds to Dong Nai Rubber Corporation (DONARUCO). However, the company has yet to receive the money.

At the same time, it requested the Provincial Land Fund Development Center, communal People's Committees, and relevant units to promptly appraise and approve compensation and support plans, as well as land acquisition plans for the land managed by Dong Nai Rubber Corporation, and to expedite procedures for acquiring land from residents.
Regarding Long Duc 3 IP, Long Duc 3 Industrial Park Joint Stock Company proposed that the Provincial People's Committee definitively resolve the support policies and outstanding land investment costs related to the area currently used by Dong Nai Rubber Corporation. At the same time, it called for coordination with the rubber sector to promptly receive compensation, liquidate trees, and hand over the site.
Specifically, for Xuan Que - Song Nhan IP (phase 1), Xuan Que Industrial Park Joint Stock Company recommended that the Provincial People's Committee direct communes to expedite the identification of owners, acquisition of remaining land plots, confirmation of origin, and determination of specific land prices. The Provincial Land Fund Development Center should coordinate with the People’s Committee of Xuan Que Commune and relevant units to promptly establish, appraise, and approve compensation and support plans and issue land acquisition decisions for households within the project area.

Vietnam Rubber Group (VRG) is to instruct Dong Nai Rubber Corporation to promptly receive compensation, liquidate rubber trees, and hand over the site by December 19, 2025. Infrastructure investors are to review progress, identify priority areas for groundbreaking, and coordinate with Dong Nai Rubber Corporation to ensure timely liquidation and site handover.
The People's Committees of Xuan Que, Phuoc Thai, and Long Phuoc communes should urgently coordinate with the construction consulting unit to develop and submit specific land prices for approval, serving as the basis for compensating households.
