On the morning of September 12, Member of the Provincial Party Committee and Vice Chairman of Dong Nai People's Committee Ho Van Ha, chaired a working session with the Vietnam Rubber Industry Group and rubber companies in the province regarding land recovery, rubber tree liquidation, and land handover to implement land use rights auctions, key projects, and resettlement areas.

According to the report of the Dong Nai Land Fund Development Center, the unit is facing difficulties and obstacles during the process of land recovery and compensation of four rubber companies, including: Dong Nai Rubber Corporation One Member Limited Liability Company (OMLLC), Phu Rieng Rubber OMLLC, Binh Phuoc Rubber OMLLC, and Dong Phu Rubber Joint Stock Company.
The most significant obstacles are concentrated at Dong Nai Rubber Corporation OMLLC. Specifically, there are three land plots totaling more than 10 hectares, with compensation exceeding VND 5.2 billion, for which the provincial People's Committee has approved compensation plans and payments; however, the company has yet to hand over the land. In addition, there are eight land plots covering over 217 hectares, with compensation plans worth more than VND 118 billion already approved by the provincial People's Committee. However, the company has not given its consent yet.

In addition, the province is carrying out land recovery and compensation for eight sites totaling nearly 350 hectares in wards and communes for land-use rights auctions; seven sites along transport routes covering almost 690 hectares for auction; over 2 million square meters of land for three roads connecting Long Thanh Airport (DT.769, DT.770B, DT.773); and nearly 1,900 hectares of land for three industrial zones.
Speaking at the working session, Vice Chairman of the provincial People's Committee Ho Van Ha emphasized: Land recovery and rubber tree compensation are highly significant for the province's current and future socio-economic development. This source is an important land fund for implementing resettlement projects, urban areas, industrial zones, and transportation infrastructure.
The provincial People's Committee requested that rubber companies work closely with relevant departments, agencies, and the Dong Nai Land Fund Development Center to quickly complete tree liquidation, hand over land areas for which compensation has been received, and draw up detailed plans for the remaining areas to ensure overall progress.

Regarding compensation for rubber trees, the province affirms that it is in full compliance with the law and that compensation rates are consistent across Dong Nai province, as for the four issues raised by Dong Nai Rubber Corporation OMLLC, namely additional compensation for fully depreciated assets, plantations in the basic construction stage, roads invested within the recovered land area, and the content of land recovery notification documents, the Department of Finance will take the lead and issue a written response to all four companies no later than September 20.
Provincial leaders requested that Dong Nai Rubber Corporation OMLLC hand over to the Dong Nai Land Fund Development Center the land plots in Dau Giay commune designated for auction by November 2025 and complete tree liquidation no later than December 2025. Other land plots planned for auction are to be handed over in December 2025. Land plots recovered for road projects and resettlement areas will be handed over in line with the province's plan.
