According to the southern province, it is unfeasible to execute the whole project under the build-operate-transfer (BOT) format. Therefore, the Dong Nai government proposed the Government assign the HCMC government to build a 623-meter road leading to the project in HCMC under the build-transfer (BT) model.

Another road section leading to the bridge in Dong Nai which is 263 meters long will be developed by the province under the BT format.

It will also build the main section of the bridge under the BOT model. If this proposal is unfeasible, both the BOT and BT formats will be applied.

The province also wants to have autonomy for the construction of this section.

On May 9, 2017, the prime minister approved the proposal of building Cat Lai bridge.

In August last year, the Dong Nai government worked with the HCMC Department of Transport, proposing taking charge of the project’s construction.
