Dong Nai urged to hasten site clearance for JICA-funded projects

The Japan International Cooperation Agency (JICA) has urged Dong Nai province to pay special attention to site clearance for two JICA-funded water projects to ensure their implementation is on schedule.

The provincial People’s Committee had a working session on August 25 with the JICA Vietnam Office on phase II of the Nhon Trach water plant project and the water drainage and wastewater treatment project in Bien Hoa city.

A JICA representative said as the sluggish site clearance for phase I of the Nhon Trach water plant impeded the agency’s capital disbursement, Dong Nai should take concrete measures to facilitate the implementation of phase II. 

Only when the province completes site clearance and compensation payment for displaced families will JICA consider providing capital, the agency said. 

Regarding the water drainage and wastewater treatment project in Bien Hoa city, the provincial authorities need to work with the Ministry of Planning and Investment so that the ministry can soon send an official note to JICA, helping the Japanese agency to prepare capital disbursement. 

At the session, Chairman of the Dong Nai People’s Committee Dinh Quoc Thai said four more pipeline routes will be constructed in Long Thanh and Nhon Trach districts as part of phase II of the Nhon Trach water plant. 

The province is clearing the sites there and will finish the work on schedule, he promised, adding that it will complete site clearance for the water drainage project by late 2017. 

Dong Nai plans to start building the embankment, funded by the province, for the Bien Hoa-based project in early 2018. 

Phase II of the Nhon Trach water plant project has a total investment capital of nearly 3.6 trillion VND (161.4 million USD) and is expected to complete in 2021. Phase I of the factory has already been operational and supplying 100,000 cubic metres per day. 

Meanwhile, the water drainage and wastewater treatment project in Bien Hoa will be carried out at a total cost of 8.5 trillion VND (381.1 million USD).
