The project includes upgrading a 574-metre section of the highway, a 36-metre underpass, two 17-metre wide and 38-metre long flyovers, as well as two pedestrian bridges measuring 4.1 metres wide and 110 metres long.
The interchange, built under the build-operate-transfer model at a cost of VND164 billion (US$7.38 million) is expected to reduce traffic congestion in front of the HCMC National University during rush hours.
It is scheduled for completion by the end of 2017.
This is part of a project to widen the 15.7 kilometre section of Hanoi Highway from the Saigon Bridge to Dong Nai Bridge, which costs a total of VND5.4 trillion (US$243 million).
Under a transport development plan approved by the prime minister, Hanoi Highway will be a major artery in the northeast of HCMC, connecting the southern economic hub with southeastern, central and northern provinces.
Situated along the highway are a number of essential projects, including the Saigon Hi-tech Park, the National University, the first metro line and a number of residential areas.
