The project's second phase is scheduled to start construction in 2017 and will have a capacity of 100,000 cu.m a day. The project is estimated to cost US$165 million, 85 percent of the total come from JICA.
The plan’s first phase with a capacity of 100,000 cu.m per day officially put into operation on April 2014
