Dong Nai IZs improve operational efficiency

Attracting investment

The Management Board of Dong Nai's IZs in 2012 granted investment certificates for 53 new FDI projects with total investment capital of US$546.9 million and 14 domestic projects with total investment capital of VND2.389 trillion. In addition, 69 existing FDI projects and 11 existing domestic projects were adjusted to increase their investment capital by nearly US$550 million and VND854.5 billion respectively. Most of new projects invested in Dong Nai IZs in 2012 were in fields of electricity generation, electronics, garments and engineering. As a result, total investment capital in Dong Nai's IZs in 2012 reached nearly US$1.2 billion and VND3.244 trillion, equal to 141 percent of the yearly plan. 

Attracting investment in Dong Nai IZs has significantly changed compared to recent years. Dong Nai's IZs attracted a number of major projects in 2012, such as Lixil Vietnam Global Manufacturing Company Limited's project in Long Duc IZ with total registered capital of US$441 million, Pepsico Vietnam Company's US$45 million project and US$14 million House Food Vietnam Company project. The attraction of large investment projects in support industries and the application of advanced technology completely suited the province's development orientation in 2012. To date, the province has 31 IZs, attracted over 1,000 projects with total investment capital of more than US$14.5 billion and provided jobs for more than 410,000 people.

31 IZs have been planned, with 26 put into operation. It can be said that Dong Nai has become one of leading provinces in developing IZs. The establishment and development of Dong Nai IZs have contributed to shifting the province's economic structure towards industry, agriculture and services, creating more jobs for local workers. In previous years, Dong Nai focused on developing the agricultural economy. However, with the attraction of large investment projects into local IZs and the application of advanced technologies, Dong Nai has gradually reduced the proportion of agriculture and increased the proportion of industry and construction, with more than 900 existing projects in the industrial sector.

Building a Dong Nai IZ brand

Dong Nai set out general orientation in the development of IZs that it was necessary to construct and complete infrastructure in IZs; attract and call investors to invest in IZs; strengthen trade promotion activities; ensure the completion of technical infrastructure to handle IZ waste; and train human resources to meet development demands and standards. The effective development of IZs has affirmed the province's determination to industrialize and modernize.

To promote its advantages and help build a brand for the IZs, Dong Nai has carried out a rating of the province's IZs. This is an important basis for enterprises in IZs to improve infrastructure and enhance quality and efficiency in their operations. Six criteria to assess the operation of IZs, including the operational efficiency of enterprises, capacity to meet requirements, environmental protection, support services, adjacent social infrastructure serving IZs and the performance of infrastructure business companies were all used. IZ ratings will create favorable conditions for infrastructure business companies to build brand and improve operational efficiency to attract investment.

 A recent Dong Nai IZ survey ranks the Amata, Bien Hoa II, Loteco, Tam Phuoc, Nhon Trach 1 and Nhon Trach 3 IZs as the province's top locations. The evaluation council is assessing another three IZs, including Long Thanh, Bau Xeo and Ho Nai. In particular, the province's evaluation council will continue to promote the rating of IZs in the near future in order to reflect the importance and significance of its work.
