DIZA creates spotless administrative system

Dong Nai Industrial Zones Authority (DIZA) is Vietnam’s first state-run organization to adopt a one-door administration policy. Mr. Vo Thanh Lap, deputy head of DIZA says that implementing the model of “one door” aims to remove obstacles, streamline administrative procedures which help DIZA’s administrative system operate with effectiveness and efficiency, close to and in service of enterprises.

Dong Nai Industrial Zones Authority (DIZA) is Vietnam’s first state-run organization to adopt a one-door administration policy. Mr. Vo Thanh Lap, deputy head of DIZA says that implementing the model of “one door” aims to remove obstacles, streamline administrative procedures which help DIZA’s administrative system operate with effectiveness and efficiency, close to and in service of enterprises.

Presently, DIZA has set of its quality management system in accordance with standards ISO 9001-2000. Up to now, DIZA has created a spotless, strong and professional administrative system to provide the quality of administrative services for the benefits of enterprises and customers. According to the one-door mechanism, the new procedures have reduced the time needed to handle an application to 3 working days at most for approving export plans and within 1- 3 days for granting investment licenses and only 1-2 hours for certificates of origin from ASEAN countries. Thus, one-door mechanism has considerably shortened the time for handling a file in order to make the handling of applications more transparent and create more favorable conditions for enterprises.

One-door mechanism proves effective in Dong Nai province. More and more domestic and foreign investors have come to the province over the past years. Dong Nai has lured $2,909 million of FDI capital and surpassed the target of 164 per cent during the period 2001-2005. This has so far helped create jobs for 204,000 labors.
