Personnel responsible for emulation and commendation must strengthen their advisory and professional capacity, accurately identify collectives and individuals with genuine achievements, and ensure openness, transparency, and fairness in evaluation and commendation.
Improving the quality of advisory work at the grassroots level
Nguyen Thi Thanh Thao, a civil servant of the Culture and Social Affairs Division responsible for emulation and commendation work in Dinh Quan Commune, was previously in charge of this field at the Dinh Quan District Education and Training Division. Thao said she has consistently taken the initiative to study and keep abreast of regulations, operational procedures, and the use of specialized emulation and commendation software to meet the requirements of her position. She also expressed hope that the software would continue to be improved and operate reliably, while specialized agencies would intensify professional training and guidance to help personnel responsible for emulation and commendation better fulfill their assigned duties.
Nguyen Kim Bang, Deputy Head of the General Administration Division at Dong Nai College of Decorative Arts, said keeping abreast of new regulations provides personnel with a stronger basis for advising on and organizing implementation, as well as addressing issues arising during the evaluation and selection process. According to Bang, the college currently participates in two emulation blocs under the Ministry of Culture, Sports and Tourism, as well as the city's Emulation Bloc 12. Changes in regulations require regular updates to ensure consistent implementation. He expressed hope that more training sessions would be organized to enable personnel to discuss practical difficulties, exchange experiences, and apply regulations in accordance with their institution's specific conditions.
The Law Amending and Supplementing a Number of Articles of the Law No. 06/2022/QH15 on Emulation and Commendation, which took effect on October 1, 2026, introduces numerous new provisions concerning authority, principles, and commendation procedures. These changes require personnel responsible for emulation and commendation at agencies, units, and localities to promptly familiarize themselves with the regulations to ensure effective advisory work and implementation.
Doan Thi Thu Thuy, Deputy Director of the Department of Home Affairs and Vice Chairwoman of the city's Emulation and Commendation Council, stated that emulation and commendation play an important role in generating motivation, fostering a sense of responsibility and innovation, and supporting the implementation of socio-economic development, national defense, and security tasks throughout the city. In recent times, the city has focused on implementing emulation movements closely aligned with the political tasks and development requirements of each agency, unit, and locality.
The Vice Chairwoman of the city's Emulation and Commendation Council emphasized that the amended Law on Emulation and Commendation and guiding documents, which took effect on October 1, 2026, require personnel responsible for emulation and commendation to promptly update their knowledge, thoroughly understand the new provisions, and apply them consistently. As the city consolidates its organizational structure, implements the two-tier local government model, and prepares to conduct a year-end review of the 2026 patriotic emulation movement, personnel must take the initiative in providing advice and applying the content covered during training. They must also improve the quality of evaluations to accurately identify exemplary collectives and individuals, ensuring openness, transparency, and fairness.
Commending genuine achievements
Speaking at a recent 2026 training conference on emulation and commendation, Nguyen Duc Nhuan, Deputy Head of Division III under the Central Emulation and Commendation Board, highlighted several new provisions of the Law on Emulation and Commendation No. 06/2026/QH16. The law introduces numerous new provisions concerning the authority, principles, and procedures for conferring emulation titles and forms of commendation.
Under Circular No. 25/2026/TT-BNV of the Ministry of Home Affairs, emulation movements must be closely aligned with the functions, duties, or development targets of each agency or unit. They must have specific, practical, and realistic targets, content, plans, and implementation methods. Their implementation must be regularly supervised and monitored, with particular attention paid to identifying, commending, and replicating advanced models.
One notable point is the complete transfer of authority to decide on the conferral of emulation titles and forms of commendation from the former chairpersons of district-level People's Committees to the chairpersons of commune-level People's Committees. The law also introduces additional provisions on commendations carried out at the direction of competent authorities. Regarding commendation principles, it maintains the requirement that multiple commendations or multiple forms of reward must not be granted for the same achievement, while adding the phrase "except for merit-based commendations" to ensure consistency between commendation principles and standards. Furthermore, the law clearly distinguishes between two forms of commendation: commendations for thematic emulation movements and thematic commendations.
According to Nhuan, in addition to adjustments to authority and evaluation principles, the new regulations emphasize applying information technology, receiving and processing dossiers electronically, developing a centralized and unified database on emulation and commendation, and reducing the number of documents required for commendation nominations. These requirements place greater responsibility on personnel responsible for emulation and commendation in providing advice, reviewing dossiers, and evaluating the achievements of collectives and individuals.
Huynh Quang Trung, a staff member of the Organization and Administration Division responsible for emulation and commendation at Loc Ninh Rubber Co., Ltd. in Loc Ninh Ward, noted that transferring dossiers online reduces the need for files to pass through multiple administrative levels. However, the new method requires those preparing dossiers to exercise greater care and ensure that all information is accurate from the outset to minimize errors and avoid having to supplement or revise dossiers during the appraisal process.
Commending the right individuals for their genuine achievements not only ensures fairness in the evaluation process but also motivates each person to continue striving and innovating. This remains a key requirement for personnel responsible for emulation and commendation as they modernize professional practices and improve the quality of advisory and implementation work across agencies, units, and localities.
