Strengthening coordination for mutual development

On August 22, Vo Tan Duc, Deputy Secretary of the Dong Nai City Party Committee (CPC), chaired a meeting with the Standing Board of the Nhon Trach Ward Party Committee and Standing members of the Phuoc An and Dai Phuoc Commune Party Committees to review the performance of tasks in the first seven months of 2026.

The meeting was attended by Duong Minh Dung, Member of the CPC’s Standing Board and Head of the CPC's Commission for Information, Education and Mass Mobilization; Bui Thi Yen, Member of the CPC and Permanent Deputy Head of the CPC's Organization Commission; and leaders of various Party committees, the CPC’s Office, and relevant departments and agencies.

At the meeting, the Standing member of the Nhon Trach Ward Party Committee reported that in 2026, the Ward Party Committee’s Executive Board set 30 targets across various fields, including the economy; culture and society; national defense and security; and Party building and political system development. To date, 19 targets have been met or exceeded.

Nhon Trach Ward has intensified inspections, promptly detecting and handling many cases of construction order violations. The ward has handed over 100% of the land area required for two major projects: the Ho Chi Minh City–Long Thanh Expressway expansion and the construction of the new Phuoc Thien High School. In addition, the ward is carrying out compensation and site clearance for nine projects and land auction areas, including the upgrade of 25B Road, specifically the section passing through Nhon Trach Ward; the project to extend the Ben Thanh–Suoi Tien metro line to the city's administrative center and Long Thanh International Airport; and the 220 kV power line project connecting the Nhon Trach 3 Power Plant – the 500 kV Long Thanh Transformer Station.

Regarding Phuoc An Commune, the Commune Party Committee’s Executive Board set 28 targets across various fields for 2026. To date, the Standing Board of the Commune Party Committee has led and directed the achievement of 13 of the 28 targets. Notably, cumulative state budget revenue as of August 19, 2026, reached 125% of the assigned estimate. The commune has completed the reorganization of public schools in the area. Security and order remain stable, with no complex incidents occurring. In response to the special 500-day-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai” with key initiatives set to continue through 2030, the commune registered four projects, three of which have been completed to date.

Regarding Dai Phuoc Commune, the Standing member of the Commune Party Committee reported that in the first seven months of 2026, it focused on socio-economic development linked to planning, infrastructure construction investment, and site clearance for key projects. State budget revenue reached more than 106% of the estimate. The locality is currently focusing on implementing many large-scale projects, most notably the approximately 1,908-ha riverside smart urban area for science and innovation; the Phase 1 Inter-Port Road project; and preparations for the Cat Lai Bridge and Phu My Bridge projects.

Alongside the results achieved, a common difficulty facing the three localities is the low disbursement rate of public investment capital.

The localities requested that the city consider allocating staff quotas appropriate to the scale of their areas, populations, workloads, urbanization rates, and the number of key projects and works being implemented. They also requested that the city direct agencies to establish mechanisms to deploy and second staff with expertise, capacity, and experience in compensation and site clearance to support the localities in carrying out these tasks, as well as to build resettlement areas to serve projects in the area.

Avoiding a development mindset limited by administrative boundaries

After listening to leaders of the ward and two communes report on the results achieved, the obstacles and difficulties encountered, and their proposals and recommendations, as well as comments from leaders of Party committees and city departments and agencies, Deputy Secretary of the CPC Vo Tan Duc acknowledged and highly appreciated the efforts and sense of responsibility demonstrated by the Party committees, authorities, the Fatherland Front, socio-political organizations, and the people of the three localities in recent times.

Noting that the three localities have yet to achieve development commensurate with their actual potential, Vo Tan Duc requested that the Party Committees and People's Committees of the three localities review their 2026 targets and tasks, particularly those that are making slow progress or facing difficulties. They must clearly identify which tasks can be completed and which are at risk of not being fulfilled to focus on solutions starting immediately. They must clearly define each task, each project, each revenue source, and each difficulty or obstacle, while identifying the agency responsible for handling them, the person in charge, and the deadline for completion.

Special attention should be paid to solutions to promote production, business, trade, and services; exploit advantages in industry, seaports, logistics, and urban development; support businesses and households; and create the most favorable conditions for projects capable of implementation and generating added value in the area.

Efforts should focus on state budget revenue collection, land management, and the exploitation of land resources. Public investment, compensation, support, resettlement, and site clearance must be accelerated. Issues within the jurisdiction of local authorities must be handled proactively, without shifting responsibility or waiting for higher-level authorities to act. Issues exceeding their authority must be reported immediately to the city and relevant departments and agencies, together with clear proposals for handling them, rather than merely reporting the difficulties.

Deputy Secretary of the CPC Vo Tan Duc emphasized that Nhon Trach, Dai Phuoc, and Phuoc An are located in an area undergoing a very rapid transition in development space. Therefore, planning, urban development, and infrastructure development must be approached with a long-term planning mindset rather than by addressing urban issues project by project. Economic development must be linked to improving the quality of life for the people. National defense, security, and social order and safety must continue to be maintained. In terms of Party building and political system development, the three localities must continue to focus on building truly clean and strong Party organizations and enhancing the leadership capacity and fighting strength of grassroots Party organizations.

In addition to addressing general issues, Deputy Secretary of the CPC Vo Tan Duc provided specific directions for each locality. Regarding Nhon Trach Ward, it must be identified as one of the urban-industrial-service areas holding a strategic position in the city's development space. Special attention must be paid to the management of planning, land, and construction order; the acceleration of transport and urban projects and site clearance; and the effective exploitation of the advantages of connectivity with Ho Chi Minh City, Long Thanh International Airport, and the seaport system.

Regarding Dai Phuoc, it is necessary to leverage the advantages of its river setting, natural landscape and connectivity to guide the development of high-quality urban, service, commercial, and tourism sectors while paying special attention to large urban projects in the area. During implementation, it is essential to ensure a balance between economic development, the rights of the people, environmental protection, and sustainable development requirements.

Regarding Phuoc An, it must maximize the advantages of Phuoc An Port, Phuoc An Industrial Park, and the connecting transport system, gradually developing a seaport-linked hub for port services, logistics, industry, and urban development. Special attention should be paid to transport infrastructure connecting the port with strategic transport routes, creating conditions to attract logistics, port service, and industrial enterprises with high added value.

Although the three localities have different characteristics, they form part of a highly interconnected development area. Therefore, in the process of developing plans, building infrastructure, and attracting investment, they must strengthen coordination and avoid a development mindset limited by administrative boundaries.
