The delegation focused on inspecting semi-boarding kitchen facilities, reviewing the progress of school repairs and upgrades, the disbursement of public investment capital, preparations involving management staff, teachers, and employees, efforts to encourage students to attend school, and the implementation of benefits and policies for students in border areas.
The inspection showed that following the reorganization of the school network, localities have proactively streamlined their school and class systems to improve efficiency and align them with population size and learning needs. Facilities at many schools generally meet teaching requirements. Essential facilities, including classrooms, restrooms, electrical systems, libraries, semi-boarding kitchens, and other auxiliary works, have been prioritized for repair and upgrades. Some remaining projects are being urgently completed so they can be put into use before the start of the new school year.
Along with improving physical facilities, schools have also paid close attention to preparations for organizing semi-boarding services. Many kitchens, dining areas, storage facilities, and equipment systems have been renovated or supplemented. Schools have been required to develop plans for kitchen operations, with particular attention to water supplies, hygiene and food safety, and fire prevention and firefighting to ensure student safety.

Management staff, teachers, and employees have generally been arranged and assigned to ensure teaching and learning activities. However, the review indicated that some localities still face shortages of teachers in certain subjects and at certain levels, particularly in preschool education, English, Informatics, and specialized subjects. Localities are continuing to review and adjust staffing to propose appropriate personnel additions.

Enrollment and student mobilization efforts are also underway, with the goal of ensuring that school-age children attend school, maintaining student attendance, and reducing the dropout rate. Particularly in border areas with large numbers of ethnic minority students, schools should continue to identify eligible recipients and their support needs, ensuring that policies are implemented fully and promptly while also mobilizing resources to provide textbooks, scholarships, and school supplies for disadvantaged students.

Following the inspection, Deputy Secretary of the City Party Committee Huynh Thi Hang commended the efforts and attention local authorities had devoted to preparations for the new school year. She also requested that localities continue to accelerate the completion of unfinished projects, review teaching staff and teaching equipment, and address any remaining shortages. At the same time, she emphasized the full implementation of policies for students in border areas, ensuring the best possible conditions for teachers and students to begin the new school year safely, smoothly, and effectively.
