The 16th National Assembly (NA) solemnly opened its first extraordinary session in Hanoi. The session is scheduled to run from August 3 to August 24, 2026.

The first extraordinary session is of great significance as it will consider, discuss, and decide on many important and urgent issues to meet practical requirements for the country's rapid and sustainable development. Given its extensive agenda, the NA will consider and pass 15 draft laws and four draft normative resolutions, while providing initial comments on seven draft laws as a basis for relevant agencies to finalize and submit them for NA’s approval at the second session. It will also consider seven matters within its authority to meet the requirements for developing strategic transport infrastructure and the national urban system. The NA session lasts approximately 17 days, from August 3 to August 24, 2026. The NA is expected to work even on Saturdays and Sundays, with an interval scheduled between the two phases of the session to allow agencies to revise and finalize draft laws and resolutions before submitting them for approval during the second phase.

The Dong Nai Delegation of NA Deputies is attending the session with all 18 deputies. In preparation for the session, based on the proposed agenda, the delegation developed a plan and organized consultations on the draft laws and resolutions to be submitted to the NA. It also issued a document requesting departments, sectors, agencies, and units to provide comments within their respective areas of responsibility.
Before the session, the Head of the delegation briefed Dong Nai NA deputies on the session's purpose, requirements, contents and agenda. He also urged deputies to uphold their sense of responsibility, proactively study the documents thoroughly, and actively participate in discussions and provide comments on the draft laws, resolutions, and other important issues on the agenda.

The Head of the Dong Nai delegation requested deputies to proactively coordinate their work and focus their comments on key issues, particularly matters involving differing opinions or those directly affecting citizens, businesses, and the locality. He also asked them to promptly convey the views, aspirations, and legitimate recommendations of voters and city residents to the NA and central agencies.
During the first working day, deputies listened to reports and proposals on seven agenda items, joined group discussions on three items, and approved the appointment of Nguyen Tien Hai as Minister of Home Affairs for 2026–2031.

On the afternoon of August 3, NA deputies from Group 6, comprising the Dong Nai and Thai Nguyen delegations, held a group discussion on the draft law amending and supplementing several articles of the Law on Customs; the draft law amending and supplementing Article 6 and Appendix IV concerning the list of conditional business sectors and trades under the Law on Investment; and the draft resolution of the NA on specific mechanisms and policies to address difficulties and obstacles in implementing projects and works serving the 2027 APEC Summit in the Phu Quoc Special Zone, An Giang Province. During the group discussion, deputies expressed broad consensus on the policy of amending and supplementing the 2014 Law on Customs, noting that after 12 years of implementation, the law has essentially fulfilled its mission. They emphasized that, in light of the practical requirements of international import and export activities, amending and supplementing the law at this time is highly necessary.
On August 4, during the second working day of the first extraordinary session, the NA held a plenary sitting to hear proposals and verification reports on two agenda items. It then conducted group discussions on six items: the draft Law on Prevention and Control of Weapons of Mass-destruction; the draft Law amending and supplementing a number of articles of nine laws on military and defense; the draft Law on Legal Dissemination and Education (revised); the draft Law on Petroleum (revised); the draft Law amending and supplementing a number of articles of the Law on State Compensation Liability; and a draft NA resolution introducing special mechanisms and policies for handling legal violations related to the State economy, the private sector, and the application of science and technology, innovation and digital transformation.

On the morning of August 5, the NA held a plenary sitting to listen to proposals and verification reports on five draft laws: the Law on Grassroots-level Reconciliation (revised); the Law amending and supplementing a number of articles of the Law on Vietnamese Workers Working Abroad under Contract; the Law amending and supplementing a number of articles of the Law on Publication; the Law amending and supplementing a number of articles of the Law on Architecture; and the Law amending and supplementing a number of articles of the Law on State Bank of Viet Nam, the Law on Anti-Money Laundering, and the Law on Credit Institutions. The NA then held group discussions on the draft laws: the Law on Grassroots-level Reconciliation (revised); the Law amending and supplementing a number of articles of the Law on Publication; and the Law amending and supplementing a number of articles of the Law on Vietnamese Workers Working Abroad under Contract.
On the afternoon of August 5, the NA held a plenary discussion on two draft laws: the Law amending and supplementing Article 6 and Appendix IV on the list of conditional business investment lines under the Law on Investment and the Law amending and supplementing a number of articles of the Law on Customs.
