Xuan Lap’s remarkable changes driven by people's consensus

Since the two-tier local government model came into operation, the urban landscape of Xuan Lap Ward has undergone remarkable changes. Narrow dirt roads have gradually been replaced by spacious, modern transportation infrastructure.

These changes reflect the consensus of local residents and the effectiveness of grassroots mass mobilization, with the principle of "the people know, the people discuss, the people act, the people supervise, and the people benefit" being consistently promoted throughout every project.

As the Party's will aligns with the people's aspirations

At the end of 2024, the Ring Road 1 project was officially launched, passing through the three wards of Binh Loc, Long Khanh, and Xuan Lap, with a total length of 4.2 kilometers. The project required the acquisition of 310 land plots belonging to 239 households and five organizations.

The Suoi Phen bridge in Group 16, Phu My Quarter, Xuan Lap Ward, is built with funds contributed by the local people.

In Xuan Lap Ward, 52 households and one organization were affected by the project, including 23 households in Nui Do Quarter. Recognizing the complexity of the task, grassroots Vietnam Fatherland Front officials conducted outreach based on the principle of “going to every alley and knocking on every door” to encourage residents to support the project. Initial difficulties arose because much of the affected land consisted of fruit orchards that provided stable incomes, while compensation did not fully offset their long-term economic value. However, through persistent and patient advocacy, the project ultimately secured unanimous support from all affected residents.

Nguyen Minh Tan, Secretary of the Party Cell and Head of Nui Do Quarter, said, "At first, one household did not agree. After 22 households reached a consensus, the remaining household was also persuaded and agreed to hand over the land."

The dedication of grassroots officials was matched by the sense of responsibility demonstrated by local residents. A representative example is Le Huong of Nui Do Quarter, Xuan Lap Ward. Although his 3,000-square-meter fruit orchard generates a stable annual income of about 500 million VND, he voluntarily handed over the entire area within the project boundary. As a result, construction has progressed rapidly. To date, the Ring Road 1 project is about 80% complete, with major components, including road bridges, railway bridges, sidewalks, medians, and green spaces, largely finished.

The spirit of mass mobilization has extended beyond major state-funded projects to small-scale community-based public works. In Phu My Quarter, the bridge over the Phen Stream is one such example. Previously, the area was served only by a small culvert, causing water to overflow onto the road and disrupt traffic during the rainy season. The bridge project was implemented at the end of April 2026 at a total cost of more than 200 million VND, entirely funded through contributions from local residents.

Mac Quang Huy, who relocated from Ho Chi Minh City to settle in Phu My Quarter, considers the area his second home. When the quarter’s Vietnam Fatherland Front Working Committee called for public contributions, he was the first to donate 40 million VND toward the bridge's construction. "My family wanted to contribute our share alongside our neighbors to build this bridge, making travel more convenient and addressing flooding in this area during the rainy season," said Huy.

Respected community members as bridges, transparency as the foundation

Mobilizing contributions from local households has relied heavily on respected community members, including Phan Van Hoa of Phu My Quarter. Transparency is the decisive factor. According to Hoa, when all revenues and expenditures are publicly disclosed and residents directly benefit from the completed project, they are willing to support it.

"Without this bridge, people would have to travel and transport agricultural products by taking a detour of about 4 kilometers, doubling the distance. Therefore, when I encouraged my neighbors, they responded very enthusiastically," said Hoa.

The newly completed roads have not only shortened travel distances and facilitated the transportation of agricultural products but have also served as a bridge connecting the Party's policies and the people's support. The experience of effective mass mobilization in Xuan Lap Ward once again demonstrates that when policies are rooted in the legitimate interests of the people and receive their broad support, all difficulties can be overcome, creating favorable conditions for the locality's sustainable development.

With the Party's policies aligned with the people's aspirations, the movement to mobilize social resources for transportation infrastructure development in Phu My Quarter has continued to record positive results since the beginning of 2026. The 200-meter concrete road in Group 16 was inaugurated in April 2026 at a total cost of 230 million VND, entirely financed through contributions from local residents. The road, previously 2 meters wide, has been widened to 4 meters. To facilitate the project, many households voluntarily removed their fences and gave up portions of their land for the common good. Upon completion, the road enabled residents to travel more conveniently and transport their agricultural products more efficiently.

Since the two-tier local government model came into operation in July 2025, Phu My Quarter has mobilized more than 1 billion VND from local residents. The entire amount has been invested in concreting alleys, constructing drainage culverts, and installing lighting systems.

Bui Phong Hung, Head of Phu My Quarter, said, "Our policy is to build a bright, green, clean, and beautiful Phu My Quarter with convenient transportation to improve the lives of local residents. Successfully implementing this policy depends on the strength of the people. When the people are the central actors, then everything is based on their actual needs and legitimate interests. Once this principle is established, they are willing to contribute to the construction of these projects."

Nui Do and Phu My quarters have emerged as models of effective mass mobilization in Xuan Lap Ward. Through creative and close-to-the-people approaches, the ward administration and the Vietnam Fatherland Front Committee of Xuan Lap Ward have worked closely with socio-political organizations to build broad consensus and harness collective strength.
