Upholding heroic traditions of homeland

Ta Lai commune was once heavily affected by war. It is the location of Ta Lai Prison, which was constructed by the French colonialists in a remote mountainous region in the northeast of the former Bien Hoa province (now Dong Nai City) to isolate and detain patriots and Communist Party members.

Despite the harsh conditions, prisoners still organized political activities, conducted political training, and established a Party organization within the prison. In 1941, many comrades escaped and returned to the revolutionary organization.

Promoting the revolutionary traditions of their homeland, the Party Committee, authorities, and people of Ta Lai have continuously strived to strengthen Party building, advance socio-economic development, improve the lives of the people, and maintain national defense and security, gradually moving the commune forward in a manner worthy of its heroic traditions.

Focusing on mass mobilization work

Today, residents of Ta Lai are pleased with the positive changes in the locality. Asphalt and concrete roads lined with lush green trees extend from the commune center to the hamlets. Infrastructure, including schools, health stations, office buildings, irrigation systems, and bridges, has been invested in and constructed to serve daily life and production activities. The people's living standards continue to improve through the cultivation of high-value crops such as durian and black pepper, as well as the development of eco-tourism and community-based tourism.

Ta Lai is currently home to 18 ethnic groups living together and practicing five different religions. Religious followers account for 55.27% of the population, and 14 places of worship have been licensed by the State. The education system includes 12 schools, ranging from preschool and primary to secondary and high school levels. The commune Party Committee has 36 grassroots Party cells and organizations with a total of 751 Party members.

In the coming time, Ta Lai commune is determined to further promote the studying and following of President Ho Chi Minh’s thought, morality and lifestyle in association with improving the quality of mass mobilization work. The commune will focus on innovating the content and methods of mobilization to ensure practicality and effectiveness, promoting the exemplary role of officials and Party members, and strengthening dialogue to listen to and promptly address the legitimate aspirations and recommendations of the people.

To ensure stability and development, the commune places special emphasis on mass mobilization. Trinh Van Luan, Secretary of the Party Committee and Chairman of the People's Council of Ta Lai commune, said that the commune's mass mobilization work is implemented comprehensively across many areas, including economic development, sustainable poverty reduction, new-style rural development, maintenance of security and order, environmental protection, and the building of a cultural lifestyle.

A notable feature of the commune's mass mobilization work is its proactive and flexible approach, which focuses on promoting the role of the people and regards them as the center and the main actors of all movements.

Immediately after the establishment of the commune on July 1, 2025, the Standing Board of the commune Party Committee led and directed the synchronized implementation of Party guidelines and State policies and laws on mass mobilization. Communication and awareness-raising activities were conducted seriously and extensively through diverse content and forms. These efforts contributed to enhancing awareness among officials, Party members, and the people regarding the position and role of mass mobilization work in the new situation.

To concretize mass mobilization activities, agencies and units across the commune have implemented many creative models and approaches, including Zalo for Peace, Friendly Government, Morning with the People, and Zero-VND Stall. These initiatives have helped innovate methods of engagement, strengthen interaction, and foster closer ties between the Party, government, and the people, enabling authorities to promptly grasp public sentiment and aspirations.

In implementing the motto “People know, people discuss, people do, people check, people supervise, people benefit,” all matters related to the rights and interests of the people are disclosed publicly and transparently. Budget revenues and expenditures, target programs, and socialized funding sources are widely publicized. As a result, the people's right to mastery has been promoted, and their trust in the Party Committee and local government has continued to strengthen.

Legal communication, dissemination, and education have been intensified, with more than 95% of households gaining access to information. Communication activities focus on practical issues such as land management, environmental protection, social welfare, and crime prevention, thereby contributing to raising public awareness of legal compliance.

Commune officials regularly receive citizens and conduct dialogues with the public to listen directly to their concerns and promptly address petitions at the grassroots level. Since July 2025, the commune has received 96 petitions and resolved more than 95% of them, preventing the emergence of hotspots and prolonged, large-scale complaints.

Promoting the great national unity bloc

Pham Thi Quynh, Deputy Head of the Party Building Committee of Ta Lai commune, shared that following the merger, the commune's area and population increased significantly, while the number of officials and civil servants was streamlined. As a result, the workload has risen considerably compared to the past, requiring officials and civil servants to frequently work overtime and on weekends.

The image of dedicated and responsible officials and civil servants working beyond regular hours and assisting residents with administrative procedures has become familiar to local people.

When the people place their trust in the Party, the great national unity bloc is strengthened, enabling the entire community to work toward the shared goal of improving the lives of the people.

Le Thi Hoa Thuan, Standing Deputy Secretary of the Party Committee of Ta Lai commune, said that officials, Party members, civil servants, public employees, people from all walks of life, businesses operating in the area, and benefactors have recently contributed to and funded the construction of 49 “Great solidarity” houses for poor households; presented more than 1,500 gifts to disadvantaged students at the beginning of the new school year; and distributed over 5,600 gifts to poor households and people facing difficult circumstances.

Activities included visiting elderly people and families with revolutionary contributors, assisting residents with administrative procedures, and addressing urgent issues related to daily life, including environmental sanitation, waste treatment, flood prevention, enhanced patrols to ensure security and order, and road maintenance. The total estimated value of these activities exceeded 6 billion VND.

Venerable Thich Trung Thanh, a monk at Hung Thanh Pagoda in Ta Lai commune, said that he regularly incorporates messages on “Promoting a good secular and religious life,” patriotism, and President Ho Chi Minh's ideology of great national unity into his sermons and teachings. On full moon days, during the Mid-Autumn Festival, and on the traditional Lunar New Year, he organizes gift distributions for people facing difficulties and for children. Notably, in 2025, when people in northern and central localities and Dak Lak Province were affected by natural disasters, he mobilized and donated essential goods with a total value of 1.7 billion VND.

Bui Viet Hung, Director of Ut Tho Fruit Co., Ltd. in Ta Lai commune, said that whenever the commune launches campaigns for social welfare activities, he provides support in a spirit of solidarity and affection, with the desire to contribute to building a more developed locality.

According to the Vietnam Fatherland Front Committee of Ta Lai commune, in order to continue caring for the lives of the people, especially poor households and those facing difficult circumstances, the Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of the commune launched a campaign to support the Fund for the Poor in 2026 on the occasion of the 136th anniversary of President Ho Chi Minh's birth (May 19, 1890–May 19, 2026), raising more than 1.2 billion VND.

The above evidence demonstrates that promoting the traditions of the heroic homeland and focusing on mass mobilization work in association with the studying and following of President Ho Chi Minh’s thought, morality and lifestyle have been important factors enabling Ta Lai commune to achieve significant results in recent years and providing a foundation for fulfilling socio-economic development tasks in the coming period.
