On June 13, Politburo Member and Prime Minister (PM) Le Minh Hung, together with a Central delegation, attended the launch ceremony for the nationwide emulation movement titled "Determined to successfully achieve sustainable double-digit growth target for 2026-2030."

Also attending the launch ceremony were Politburo Member and Permanent Deputy PM Pham Gia Tuc; Secretary of the Party Central Committee and Vice State President Vo Thi Anh Xuan; Member of the Party Central Committee and Deputy PM Nguyen Van Thang; and leaders of ministries and Central sectors.
The launch conference was held in a hybrid format, connecting online with provinces and cities nationwide.

Speaking at the launch ceremony, PM Le Minh Hung emphasized that to realize the target set by the 14th National Party Congress of transforming Vietnam into a developing country with modern industry and an upper-middle income by 2030 and a high-income country by 2045, the national economy must maintain rapid and sustainable growth of 10% or more annually during the 2026-2030 period.
The PM called on the entire country to avoid following old paths and instead adopt a strategic vision and take decisive action, with the people’s happiness as the highest target. In that spirit, the head of the Government called on all levels, sectors, localities, the business community, and the people to harness the strength of the great national unity and enthusiastically respond to the emulation movement titled "Determined to successfully achieve sustainable double-digit growth target for 2026-2030."
To successfully achieve this target, the PM directed a focus on implementing core groups of tasks, including institutional reform and improving the quality of public service, removing bottlenecks, and maximizing the advantages of each locality. The effectiveness of services delivered to people and businesses must be the measure of success, while buck-passing and shirking responsibility must be resolutely eliminated. He also called for continued promotion of science, technology, and innovation, as well as accelerated digital and green transformation. Innovation centers and high-tech zones should be developed, digital government advanced, and a favorable startup environment created.

The PM requested continued acceleration of modern infrastructure and administrative development, faster implementation of transport, digital platform, and energy projects, and the definitive resolution of stagnant projects. He called for building an integrity-based administration, improving the operational efficiency of two-level local government, and encouraging officials to think boldly and pursue breakthroughs. Attention should also be paid to practicing thrift and ensuring social welfare, strictly and transparently managing national resources, and resolutely combating waste. He stressed the need to closely link economic growth with strengthening national defense and security, and advancing culture, education, and healthcare, ensuring that no one is left behind.
The PM requested that ministries, sectors, and localities promptly translate the emulated content into practical actions. Results must be measured accurately, while effective models and good practices should be promptly commended and replicated.
Immediately following the PM’s speech, representatives from the Ministry of Construction, several localities, and several state-owned and private enterprises voiced their support for the emulation movement, expressing their determination to join the entire country in achieving the growth target.
The delegates pressed the symbolic button, officially launching the emulation movement titled "Determined to successfully achieve sustainable double-digit growth target for 2026-2030."
